Description

The 2025 wisconsin veterinary diagnostic laboratory dairy hpai emergency cooperative agreement funding will contribute to payment for unexpected costs arising from the work performed by the wisconsin veterinary diagnostic laboratory (WVDL) and is submitted with a complementary workplan outlining the WI DATCP role in managing surveillance and disease control activities associated with detections of hpai in livestock. Hpai has been detected in poultry operations within FY25, but there have been no confirmed instances of cattle infected with hpai in WI as of 4/22/2025. The WVDL workplan is designed to ensure that surveillance samples are tested efficiently, including collaboration with ncims certified milk labs testing wisconsin producer milk and the wisconsin department of agriculture, trade & consumer protection (WI DATCP) for standardized collection and shipping, and streamlining the intake process to leverage existing automation capabilities. Activities to be performed: • WVDL is responsible for coordinating logistics and schedule for collection of milk samples from producers through ncims certified milk laboratories. • WVDL is responsible for coordinating shipment of milk samples from ncims certified milk laboratories to WVDL for screening. • WVDL is responsible for processing, testing, and reporting of all raw milk samples received • WVDL and WI DATCP are mutually responsible for coordinating further testing, as deemed necessary, for a non-negative sample. • WVDL is responsible for communication of non-negative test results to the wisconsin state veterinarian and administrator for division of food and recreational safety • WI DATCP and WVDL are responsible to mutually coordinate efforts with wisconsin, federal and industry partners. This includes, but is not limited to: O wisconsin department of agriculture, trade & consumer protection (DATCP) O united states department of agriculture, animal and plant inspection services (USDA aphis) O wisconsin veterinary diagnostic lab (WVDL) O ncims certified milk testing laboratories testing wisconsin producer milk O affected producers, veterinarians, and related industry stakeholders deliverables and expected outcomes: • monthly surveillance testing for up to 6500 dairy premises in WI are conducted within 72 hours of laboratory receipt • affected herds are quarantined quickly to prevent the spread of disease. • epidemiological investigations are timely, thorough and accurate • all premises with affected livestock are identified and owners are educated regarding hpai, biosecurity, reporting, and response P rocedures. • if a premise is determined to be affected, the WI DATCP and state animal health officials would perform an epidemiological investigation • dairy herds are permitted for controlled movement following a biosecurity audit and appropriate testing. • fluid milk continues to flow into the food supply chain with limited impact and low risk of food safety due to pasteurization. Intended beneficiary(IES): • all efforts are coordinated with wisconsin, federal and industry partners. This includes, but is not limited to: O wisconsin department of agriculture, trade & consumer protection (DATCP) O united states department of agriculture, animal and plant inspection services (USDA aphis) O wisconsin veterinary diagnostic lab (WVDL) O ncims certified milk testing laboratories testing wisconsin producer milk.
