AWARD PURPOSE: WISCONSIN TRIBAL CONSERVATION ADVISORY COUNCIL (WTCAC) WILL ENHANCE EARLY DETECTION SYSTEMS AND DEVELOP PEST MITIGATION TOOLS AND TECHNOLOGIES TO REDUCE POTENTIAL ADVERSE IMPACTS AND FURTHER SPREAD OF DETECTED PESTS OF REGULATORY SIGNIFICANCE AND OF DETECTED PEST OF CULTURAL, ECONOMIC, AND ENVIRONMENTAL CONCERN ON TRIBAL LANDS. THIS PROJECT WILL UTILIZE A FORUM WITH COLLABORATIVE MEETINGS SO THE 11 TRIBAL NATIONS IN WISCONSIN DEVELOP AND ADAPT NEW CONTROL TECHNOLOGIES, TOOLS, AND TREATMENTS TO IMPROVE THE KNOWLEDGE BASE, RESPONSE OPTIONS AND CAPABILITIES PRIOR TO THE ONSET OF A PLANT HEALTH EMERGENCY. THE COLLABORATIVE MEETINGS ARE CRITICAL TO ACHIEVE AND MAINTAIN PREPAREDNESS FOR PLANT HEALTH EMERGENCIES AS THE MEETINGS ARE A TOOL TO SUPPORT DEVELOPING AND SHARING NEW AND EXISTING TOOLS, TECHNOLOGIES, AND TREATMENTS. IN ADDITION, THESE NEW TOOLS WILL BE IMPLEMENTED BY WTCAC'S COMMUNITY AWARENESS PROGRAM (CAPS). ACTIVITIES TO BE PERFORMED: THREE INSTRUCTIONAL MEETINGS TO DEVELOP MOUS FOR EACH TRIBE IN CONJUNCTION WITH THE WTCAC BOARD MEETINGS. IDENTIFY DETECTED PESTS OF REGULATORY SIGNIFICANCE AND DETECTED PESTS OF CULTURAL, ECONOMIC, AND ENVIRONMENTAL CONCERN ON TRIBAL LANDS. DELIVERABLES AND EXPECTED OUTCOMES: WTCAC HOSTS THREE HYBRID BOARD MEETINGS AND COMMUNICATIONS THROUGHOUT THE PROJECT TIMELINE TO DISCUSS AND DEVELOP PEST MITIGATION TOOLS AND TECHNIQUES. THESE TOOLS AND TECHNIQUES WILL BE USED DURING PEST RESPONSE ACTIVITIES TO REDUCE POTENTIAL ADVERSE IMPACTS OF DETECTED PESTS AND CONSULT THE REGULATORY SIGNIFICANCE AND ECONOMIC AND ENVIRONMENTAL CONCERNS OF THESE PESTS THROUGH THE COMMUNITY AWARENESS PROGRAM (CAP). THE GOAL IS TO IDENTIFY THE STRENGTHS AND WEAKNESSES OF THE RESPONSE & MITIGATION PROCESS AMONG THE PARTNERS AND FOCUS ON IMPROVING AND PRIORITIZING THE WEAKNESSES BEFORE A PLANT HEALTH EMERGENCY OCCURS. THE LONG-TERM BENEFIT OF THIS PROJECT IS THAT WTCAC IS INCREASING THE KNOWLEDGE BASE AND RESPONSE OPTIONS OF INDIVIDUALS BEFORE A HEALTH PLANT EMERGENCY. WTCAC, IN PARTNERSHIP WITH TRIBAL NATIONS IN WISCONSIN, IS INCREASING THE NUMBER OF INDIVIDUALS WHO WILL HAVE KNOWLEDGE AND EXPERIENCE ON TOOLS AND TECHNIQUES TO RESPOND TO DETECTED PESTS SIGNIFICANT TO TRIBAL NATIONS ON TRIBAL LANDS. INTENDED BENEFICIARY(IES): TRIBAL COMMUNITIES, FARMERS, ORCHARDS, TIMBER INDUSTRY, FORESTERS, ARBORISTS, PLANT NURSERY INDUSTRY, LANDSCAPERS, FIREWOOD PRODUCERS, HUNTERS/CAMPERS/OTHER OUTDOORS RECREATIONISTS, AND MEMBERS OF THE GENERAL PUBLIC. THIS WILL SERVE ALL RESIDENTS OF WISCONSIN AND VISITORS TO THE STATE WHO BENEFIT FROM OUR NATURAL LANDSCAPE RESOURCES. SUBRECIPIENT ACTIVITIES, IF KNOWN OR SPECIFIED AT THE TIME OF AWARD: ADMINISTRATIVE AND FINANCIAL REPORTING SERVICES WILL BE CONTRACTED TO INNOVATIVE FUNDING LLC FOR 80 HOURS AT $75/HR.
