Description

Purpose
Our goal is to protect agricultural, economic, and environmental resources by supporting early detection of SLF in new york with highly trained conservation detection dogs. We aim to augment existing mitigation capabilities in NYS by deploying detection DOG teams to designated checkpoints and inspection locations on high-risk pathways for SLF spread in coordination with and under direction of USDA-aphis-PPQ. 2.
Activities
The nynjtc conservation dogs program will conduct up to 20 surveys and agricultural inspections for SLF EGG masses between january 2024 and april 2024 in the lower hudson, catskill, or capital prism regions. Trips outside of the lower hudson are anticipated to take place where SLF does not already have a breeding population and the dogs will be used as an early detection/rapid response methodology targeting priority protection of NYS agricultural resources. Training for dogs will take place in december 2023 for a total of 24 hours or 3 days. In addition, the conservation dogs program coordinator will be responsible for data entry and reporting. Every week, data collected will be entered into an internal spreadsheet with DOG-specific metrics, as well as entered into the arcgis application, survey 123 in tandem with workforce. DOG specific data will be compiled into semi-annual reports (a mid-year report and final report) which will be distributed to PPQ and nysagm at the same time that they are submitted online to EZ grants. Lastly, outreach and education are imperative in the fight against emerging inva sive species. We will allow for up to 12% of the program coordinator time to be used for educational demonstrations or volunteer EGG mass scraping events with the dogs instead of surveying. 3. Deliverables and expected outcomes: • broader range of early detection surveys: detection DOG teams can help with early detection efforts by surveying and inspecting low-density infestations. • improved accuracy of surveys and inspections with expected low densities of SLF detection DOG teams are better able to search areas that are not visually accessible to human searchers. • improved efficiency of surveys and inspections: studies have shown that dogs are more efficient at searching because they'RE able to cover a larger area and detect infestations from a further distance than humans. • increased public awareness of SLF: dogs are excellent ambassadors due to their charisma and can be used to boost the education and outreach needed to mitigate the spread of SLF. Cooperator will submit reports to the aphis authorized department officer's designated representative (adodr), including: a. Narrative accomplishment reports in the frequency and time frame specified in the NOA, article 4 b. Federal financial reports, SF-425, in the frequency and time frame specified in the NOA, article 4. 4. Intended beneficiary(IES): the public, nurseries, tree farms, vineyards and other fruit farms. Hops and NY's burgeoning brewery landscape, as well as grape and wine industry will also benefit from increased awareness of and surveys for SLF. If SLF is not contained, quarantines could threaten export markets for hardwoods ($5.5 billion annually) and fruit trees ($954 million annually from apples alone). There are a multitude of agricultural, economic, and environmental resources at risk of unmitigated spread of SLF. 5. Subrecipient activities, if known or specified at the time of award: n/a
