About this award
EPA Region 9 awarded a $2.84 million Cooperative Agreement to the City of San Buenaventura on December 22, 2025, under the Congressionally Mandated Projects program (CFDA 66.202) to implement drinking water infrastructure construction as a section of a state water interconnection project directed in the 2022 Consolidated Appropriations Act.

The project is designed to provide access to up to 13,150 acre-feet per year of State Water Project supplies, with an expected long-term average of 6,500 acre-feet per year, creating a critical alternative water supply in the event of imported supply disruption caused by earthquake, infrastructure failure, or other disruptions. The interconnection will allow the City to deliver up to 13 cubic feet per second to Calleguas.
Workplan activities include grant administration, grant agreement execution, performance reporting, financial reporting, and construction oversight. Deliverables consist of performance reports, final performance report, financial reports, final financial report, construction notice to proceed, construction photos, and engineer's certification. No sub-recipients are included in this agreement.
The place of performance is Ventura, California. The period of performance runs through December 31, 2028. Preaward costs are approved back to December 22, 2025. The total obligation is $3.55 million.
Description
This agreement provides federal funding in the amount of $2,840,000 to the city of SAN buenaventura (ventura water) to implement its project to complete a section of the a state water interconnection project as directed in the 2022 consolidated appropriations act or as identified in an approved technical correction if one has been approved for this project. Preaward costs are approved back to 12/22/2025. Activities:the activities to be performed include the execution and implementation of a drinking water infrastructure construction project. Workplan activities consist of: grant administration, grant agreement execution, performance reporting, and financial reporting, pipeline instillation, horizontal directional drilling. Subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include: performance reports, final performance report, financial reports, final financial report, construction notice to proceed, construction photos, and engineer's certification . The expected outcomes include: the project will provide access to up to 13,150 AFY of SWP supplies and an expected long-term average of 6,500 AFY. These values are based on the city's and uwcd's existing SWP entitlements of 10,000 AFY and 3,150 AFY, respectively, and SWP delivery capability estimates produced by the california department of water resources (technical addendum to the state water project final delivery capability report 2019 [august 26, 2020], table B-32). The city's current entitlement is limited to 2,000 AFY due to a 20-year lease agreement with SAN gorgonio pass water agency. The project will enable delivery of water from the city's system into calleguas' system, providing a critical alternative water supply in the event of an imported supply disruption (due to earthquake, infrastructure failure, or other causes). Specifically, the project will allow the city to deliver up to 13 cubic feet per second of water to calleguas during an imported water outage, which can then be delivered to select calleguas customers. The project will improve the city's ability to meet secondary water quality standards for TDS of 1,000 MG/L in the east end of the city, including the unincorporated area of saticoy, which is within the city's sphere of influence. Groundwater from the santa paula basin is served to east end customers but is highly mineralized and does not currently meet secondary standards for TDS, sulfates, and conductivity. Currently, TDS concentrations average around 1,300 MG/L. With the project, the city will be able to blend SWP water, when available, with groundwater from the santa paula basin prior to delivery to customers to improve water quality and meet secondary water quality standards. The intended beneficiaries include residents of the city of SAN buenaventura.
