DESCRIPTION:THE PURPOSE OF THIS ASSISTANCE AGREEMENT IS FOR THE SAN FRANCISCO BAY CONSERVATION AND DEVELOPMENT COMMISSION (BCDC) TO ADDRESS REGIONAL DEMANDS FOR REUSE OF SEDIMENT AND SOIL IN WETLAND RESTORATION PROJECTS TO BENEFIT SF BAY WETLANDS. SPECIFICALLY, THIS PROJECT ADDRESSES REGULATORY AND FINANCIAL BARRIERS TO FURTHER WETLAND RESTORATION SUCCESS THROUGH THE FOLLOWING TASKS: (1) A RESULTS CHAIN ANALYSIS WHICH WILL CREATE A COALITION OF STAKEHOLDERS TO SUPPORT ADDITIONAL SEDIMENT RE-USE; (2) POLICY IMPROVEMENTS IN A SAN FRANCISCO BAY PLAN AMENDMENT; AND (3) A FINANCING STRATEGY TO SUPPORT THE USE OF SEDIMENT IN RESTORATION PROJECTS. BCDC SEEKS TO CHANGE THE BAY AREA SEDIMENT RE-USE WITH ADDITIONAL PARTNERSHIPS WITH REGULATORY AGENCIES, RESTORATION, DREDGING, AND FLOOD PROTECTION ENTITIES, ENVIRONMENTAL JUSTICE COMMUNITIES AND OTHER REGIONAL STAKEHOLDERS. PROGRESS ON THIS PROJECT BENEFITS THE REGION'S PUBLIC, LOCAL GOVERNMENTS AND ITS NATURAL RESOURCES BY RESTORING THE BAY'S WETLANDS AS A KEY CLIMATE AND RISING SEAS ADAPTATION STRATEGY AND CONSERVATION STRATEGY FOR NATIVE AND LISTED SPECIES. THIS ASSISTANCE AGREEMENT PROVIDES PARTIAL FEDERAL FUNDING IN THE AMOUNT OF $151,850.ACTIVITIES:PHASE 1: SCOPING AND WORK PLAN FORMULATION; STAKEHOLDER IDENTIFICATION AND ENGAGEMENT; BACKGROUND DOCUMENT DEVELOPMENT; MULTIPLE WORKSHOPS WITH STAKEHOLDERS; DEVELOPMENT OF A FINAL ROAD MAP FOR RESTORING WETLANDS USING SEDIMENT AND SOILS FOR CLIMATE ADAPTATION. PHASE 2: BAY PLAN AMENDMENT PROCESS INCLUDING PUBLIC COMMENT PERIOD; BCDC COMMISSIONERS VOTE AND DOCUMENTS WOULD BE PREPARED FOR THE OFFICE OF ADMINISTRATIVE LAW AND OFFICE OF COASTAL MANAGEMENT REVIEW. PHASE 3: FINANCE STRATEGY DEVELOPMENT AND PRESENTATION TO BCDC COMMISSIONERS. SUBRECIPIENT:SUBAWARD WITH SFBJV WILL PROVIDE SUPPORT THROUGH WORKSHOP SERIES AND TECHNICAL ANALYSIS FROM THE RESTORATION COMMUNITY. SUBAWARD WITH SFEI WILL PROVIDE SCIENTIFIC ADVICE, TECHNICAL WRITING AND MAKE PRESENTATIONS DURING THE WORKSHOP SERIES. OUTCOMES:MILESTONE SCHEDULE PROVIDED IN THE WORKPLAN FOR ANTICIPATED DELIVERABLES. EXPECTED OUTCOMES INCLUDE INCREASED SHORELINE PROTECTION AND IMPROVED POLICIES THAT LEAD TO INCREASED ACREAGE OF RESTORED AND RESILIENT WETLAND RESTORATION PROJECTS THROUGH THE USE OF SEDIMENT/SOIL OR RECONNECTED/REDIRECTED FLOOD SYSTEMS. THESE ACTIVITIES WILL BENEFIT THE PEOPLE OF THE SAN FRANCISCO BAY AREA AS WELL AS SPECIES DEPENDENT ON TIDAL WETLANDS HABITAT.
