About this award
EPA Region 9 awarded $1.75 million to the City of Lindsay on April 1, 2026 through a Cooperative Agreement under the Congressionally Mandated Projects program (CFDA 66.202) to design and construct approximately 2,550 linear feet of priority drinking water system improvements in established residential neighborhoods.
The project replaces undersized 4- and 6-inch water mains, installs new looping connections to eliminate dead-end segments, relocates vulnerable rear-yard pipelines, and restores affected roadway surfaces. Work activities include preparation of final design and bid documents, construction management, and project administration. Anticipated deliverables consist of 2,550 linear feet of water mains installed or replaced, elimination of 3 dead-end segments, bid-ready construction documents, weekly inspection reports, and final hydraulic certification. Expected outcomes include improved safe drinking water delivery, fire flow capacity of greater than 2,000 gallons per minute at 20 pounds per square inch, reduced emergency repair frequency, and improved system reliability for approximately 100 to 300 service connections.
