Description
This agreement provides funding to the city of south gate to implement its project the hawkins and south gate park reservoir wells perfluorooctanoic acid (PFOA) treatment facilities as directed in the 2024 consolidated appropriations act. The city is moving forward with the design and construction of the south gate park per- and polyfluoroalkly (PFAS) treatment system at this time, and funding will go towards limiting PFAS in the four wells affected by PFAS contamination that supply more than 50% of the city's total water demand. This assistance agreement provides full federal funding in the amount of $959,752.00. Pre-award costs have been approved back to 08/01/2024. The recipient's cost share waiver request was approved by EPA on 4/29/2025. See terms and conditions.activities:the activities to be performed include the execution and implementation of a south gate park reservoir wells PFOA treatment facilities project. Workplan activities consist of planning, and design costs along with project management and controls to ensure the project is executed according to the agreed-upon scope, schedule, and budget, and that all mandated procedures, including reporting, are followed. Subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include permitting/design contract, environmental documentation, and 50%, 90%, and 100% design plans and specifications. The 100% design package will be submitted to the EPA to demonstrate successful completion of this task. Progress on other deliverables will be documented in quarterly project reports submitted to EPA (see task 2) but will not be submitted as standalone deliverables. The expected outcomes include reducing PFAS concentration delivered to distribution system from well 14, 18, and 19, reactivate wells 14 and 18, and restore confidence in water quality. The intended beneficiaries include the residents of south gate. Roughly 80,000 residentsmdash; about 90% of the local population. Following the state's 2019 updates to PFAS regulations, the city conducted comprehensive testing in 2020. Of the eight active wells, four were found to contain PFAS. Two of these exceeded the state's response level and were proactively shut down, while the other two remain in operation with concentrations above the notification level but below the response level.
