About this award
Environmental Protection Agency Region 9 awarded a $1.15 million cooperative agreement to Tulare County Resource Management Agency on April 1, 2026, to design, construct, and manage a domestic groundwater well for the Woodville Public Utility District under the Congressionally Mandated Projects program (CFDA 66.202).
The recipient will deliver a 14-inch diameter, 800-foot deep well to augment water supply for the Woodville community. Work comprises three tasks: engineering planning, design, and well inspection; project construction and implementation; and project management and controls. Deliverables include 100 percent design plans and specifications, a post-construction on-site project review by EPA or its delegate, quarterly progress reports, and draft and final project reports. The project is expected to add 100 million gallons annually of drinkable water supply, reduce annual customer water-quality notifications to zero, and decrease staff time responding to water-quality failures by 52 hours annually.
A technical correction dated May 28, 2025, changed the recipient from the originally appropriated Woodville Public Utility District to Tulare County Resource Management Agency, with the County of Tulare serving as parent entity. EPA approved a full cost-share waiver on May 29, 2025.
Performance runs through December 31, 2027, at Porterville, California. The award obligates the full $1.15 million in federal funding with no recipient cost share. Construction and contractual services are provided through sub-recipient arrangements to implement the drinking water infrastructure project.
