Environmental Protection Agency Region 2 awarded a $500,000 Cooperative Agreement to the City of Binghamton on December 30, 2025, under the Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Cooperative Agreements program (CFDA 66.818) to conduct assessment-related activities on brownfield properties in Binghamton, New York.
The City of Binghamton will inventory, characterize, and assess brownfield sites; conduct cleanup planning and community involvement activities; competitively procure and direct a qualified environmental professional to perform environmental site activities; and report progress and accomplishments through EPA's Assessment, Cleanup and Redevelopment Exchange System. The recipient anticipates conducting 10 Phase I and Phase II environmental site assessments, holding 16 community meetings, developing three site-specific cleanup plans and analyses of brownfield cleanup alternatives, developing three planning documents to initiate brownfields revitalization, and submitting 20 quarterly reports. Work is performed in Binghamton, New York, with a period of performance through December 31, 2029. No sub-recipients are included in this assistance agreement. The funding will benefit residents, business owners, and stakeholders in and near Binghamton.
