Description
This agreement provides funding to city of norwich to implement its project to construct sanitary sewer system repairs as directed in the 2024CONSOLIDATED appropriations act or as identified in an approved technical correction if one has been approved for this project. Activities:the city of norwich will use the congressional appropriations for necessary repairs of approximately 30,000 linear feet of mainly clay tile sewer pipe with significant cracking at joints and along lengths of the pipe. Repairing the sewer systems is necessary based on health and sanitation. If left unfixed, sewage will continue to leak into the ground. The system, including the wastewater treatment plant, is further compromised by inflow and infiltration of non-sanitary flows due to the floodplain and adjacency to the chenango river. Subrecipient:no subawards are included in this assistance agreement.outcomes:the city of norwich sanitary sewer line rehabilitation/replacement meets goal 5, objective 5.1: ensure safe drinking water and reliable water infrastructure and objective 5.2: protect and restore waterbodies and watersheds of the EPA FY2022-2026 strategic plan. The damaged and leaking sections of pipe allow sewage to leak into the ground. Additionally, during periods of high precipitation, the city's wastewater treatment plant has been inundated by high flows. This can have severe consequences for the city, the hydraulic capacity can be exceeded, and high flow/low waste concentration can be detrimental to the system. Slip lining the damaged pipes will prevent a catastrophe at the wastewater treatment plant which would be a critical shutdown if the system is compromised.
