DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO THE TOWN OF CORNWALL TO IMPLEMENT THE HASBROUCK AREA DRAINAGE PROJECT AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT OR AS IDENTIFIED IN AN APPROVED TECHNICAL CORRECTION IF ONE HAS BEEN APPROVED FOR THIS PROJECT.ACTIVITIES:THE ACTIVITIES TO BE PERFORMED ARE TO INCORPORATE A SYSTEM OF STORMWATER SEWERS THAT CONVEYS WATER NORTH TO TWO (2) DISCHARGE POINTS ALONG THE CANTERBURY CREEK. THE FIRST DISCHARGE POINT IS DIRECTLY EAST OF HASBROUCK AVE, WHERE THERE IS AN EXISTING CHANNEL THAT OUTFALLS INTO CANTERBURY CREEK. THIS ALTERNATIVE PROPOSED INSTALLING STORMWATER PIPING IN THIS EXISTING CHANNEL AND RAISING THE REMAINDER OF THE CHANNEL TO GRADE TO HELP PREVENT FLOODING. THIS DISCHARGE POINT WILL ACCEPT STORMWATER FROM A PORTION OF ROBERT ROAD, SHELDON DRIVE, HASBROUCK AVENUE, AND CLINTON STREET. THE SECOND DISCHARGE POINT IS INTO CANTERBURY CREEK DIRECTLY ACROSS FROM THE INTERSECTION OF MAIN STREET AND UNION STREET. THIS DISCHARGE POINT WILL ACCEPT FLOW FROM UNION STREET, SHELDON DRIVE, AND ROBERT ROAD. THE OVERALL PLAN INCLUDES A TOTAL OF FORTY-TWO (42) CATCH BASINS, AS WELL AS THE CREATION OF A SMALL SEDIMENTATION BASIN AND A DRAINAGE STRUCTURE AT THE BASE OF A LARGE HILL TO THE SOUTHEAST OF ROBERT RD TO COLLECT RUNOFF THAT FLOWS OUT FROM A CONVEYANCE SWALE THAT COLLECTS WATER FROM A LARGE PORTION OF THAT HILL LEADING SOUTHEAST TOWARDS RIDGE RD. THE TOTAL CONTRIBUTING AREA TO THE PROPOSED CATCH BASIN AREA IS 51.296 ACRES. THE COLLECTION SYSTEM INCLUDES PORTIONS OF HASBROUCK AVE, AS WELL AS PORTIONS OF ROBERT RD, SHELDON DR, AND CURTIS CT.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLE IS A SYSTEM OF DRAINAGE IMPROVEMENTS THAT COULD ACCEPT THE 100-YEAR STORM EVENT FROM THE UPSTREAM DRAINAGE AREA. THE SEDIMENTATION BASIN WILL PREVENT SEDIMENT FROM CLOGGING THE CONVEYANCE SYSTEM, AND WILL INVOLVE MINIMAL GRADING TO CREATE A SMALL BASIN FOR WATER TO FLOW INTO FROM THE COLLECTION SWALE ALONG THE HILL, AND A CATCH BASIN RAISED OFF OF THE BOTTOM ELEVATION BY ONE FOOT TO SLOW THE WATER BEFORE IT ENTERS THE DRAINAGE SYSTEM AND TO SETTLE OUT SOME OF THE LARGER PIECES OF DEBRIS. IN ADDITION TO THIS SEDIMENTATION BASIN AND DRAINAGE STRUCTURE, RIP-RAP LINING FOR THE SWALE THAT LEADS UP THIS HILL IS PROPOSED TO PREVENT FURTHER EROSION OF THE CHANNEL IN STORM EVENTS. THESE IMPROVEMENTS ARE EXPECTED TO LEAD TO MITIGATION OF FLOODING, REDUCE STORMWATER OVERFLOWS, AND PREVENT EROSION AND STRUCTURAL DAMAGES FOR THE RESIDENTS OF THE TOWN OF CORNWALL.
