The U.S. Environmental Protection Agency (EPA) Region 3 awarded the Borough of Norristown a $500,000 cooperative agreement under the Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Cooperative Agreements program (CFDA 66.818), effective July 1, 2025, through June 30, 2029. This award provides funding to conduct comprehensive brownfield assessment and remediation activities in Norristown, Montgomery County, Pennsylvania, addressing real properties whose development or reuse may be complicated by the presence or potential presence of hazardous substances, pollutants, or contaminants.
The Borough will deliver specific assessment, planning, and community engagement services including conducting twenty Phase I and up to ten Phase II environmental site assessments, developing site-specific cleanup plans and brownfields revitalization planning documents, hosting four community meetings, procuring qualified environmental professionals as needed, and submitting quarterly progress reports to EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES). These activities will inventory, characterize, assess, and establish cleanup planning for contaminated properties while facilitating community involvement to support brownfield redevelopment and benefit residents, business owners, and stakeholders in the region. No subawards are included in this agreement.
