SUBAWARD AGREEMENT PROGRAM DESCRIPTION: THE ACCELERATOR WILL BE A COUNTRY-FOCUSED, GLOBALLYAMBITIOUS LEARNING TO ACTION INITIATIVE THAT STRENGTHENS HEALTH SYSTEMS INVESTMENTS IN USAID PARTNER COUNTRIES, SUSTAINS AND EXPANDS PROGRESS TOWARD ESSENTIAL GLOBAL HEALTH OUTCOMES (SUCH AS ENDING PREVENTABLE CHILD AND MATERNAL DEATHS, CREATING AN AIDS FREE GENERATION, AND PROTECTING COMMUNITIES FROM INFECTIOUS DISEASES), AND ENHANCES COUNTRIESÂ INSTITUTIONAL ARCHITECTURE FOR SUSTAINABLE, LOCALLY-DRIVEN HSS THAT PUTS THEM ON THE Â JOURNEY TO SELF-RELIANCEÂ . THE ACCELERATOR WILL ALSO CREATE PLATFORMS FOR SUPPORTING COUNTRIES WITH HSS THAT MAY BE ATTRACTIVE TO OTHER FUNDERS AND WILL SEEK TO MAKE PARTNERSHIPS WITH THOSE FUNDERS. The Health Systems Strengthening Accelerator (Accelerator) has been engaging key health stakeholders in Togo since 2019 to advance universal health coverage (UHC). In collaboration with the Togolese Ministry of Public Health and Hygiene and Access to Universal Healthcare and the Directorate of Social Protection, the Accelerator completed a co-creation process to analyze root causes of UHC challenges and develop a country-owned action plan to address these challenges. The co-creation process convened multi-sectoral stakeholders from different ministries, partner funding agencies, and implementers to advance UHC. The following root causes were identified: the need for greater social accountability and political engagement, lack of centralized coordinating mechanisms, insufficient communication between multisectoral actors, fragmentation, and lack of a monitoring, evaluation and learning mechanism to monitor UHC progress. The high-level country owned action plan is in the process of being validated by national authorities. The Accelerator prepared a Request for Proposals (RFP) to identify a partner organization to support the operationalization and implementation of key components of its workplan of activities in Togo
