PURPOSE: THE PURPOSE OF THIS COOPERATIVE AGREEMENT IS TO FACILITATE AN INTEROPERABILITY STANDARDS DEVELOPMENT ECOSYSTEM TO SUPPORT A SMART AND SECURE ELECTRIC GRID BY CONVENING INDUSTRY STAKEHOLDERS TO COLLABORATE ON THE DEVELOPMENT OF INTEROPERABILITY PROFILES, TESTING AND CERTIFICATION (T & C) PROGRAMS, AND CYBERSECURITY REQUIREMENTS.ACTIVITIES TO BE PERFORMED: THE GRANTEE WILL CONTINUE THE DEVELOPMENT OF INTEROPERABILITY PROFILES THAT SUPPORT GRID MODERNIZATION. THE INTEROPERABILITY PROFILE UNDER DEVELOPMENT IS FOCUSED ON ELECTRIC VEHICLE (EV) FLEET MANAGED CHARGING. THE GRANTEE WILL CONTINUE TO SUPPORT A TESTING AND CERTIFICATION WORKING GROUP, WHICH INCLUDES DEVELOPMENT OF INTEROPERABILITY PROFILES AND A CATALOG OF TEST PROGRAMS. THE TECHNICAL APPROACH TO SUPPORTING TESTING AND CERTIFICATION FOR GREATER INTEROPERABILITY INCLUDES EXPLAINING THE IMPORTANCE AND VALUE OF T & C, TRACKING ISSUES RELATED TO T & C, AND PROVIDING FEEDBACK ON T & C TO OTHER WORKING GROUPS. THE GRANTEE WILL ADDRESS AND MANAGE CYBERSECURITY RISKS BY DEVELOPING GUIDELINES AND BEST PRACTICES FOR SECURING PRIORITY INTERFACES. ADDITIONALLY, THE GRANTEE WILL CONTINUE TO SUPPORT AND ADD NEW ENTRIES TO THE CATALOG OF STANDARDS AND CATALOG OF TEST PROGRAMS. THESE CATALOGS PROVIDE IMPORTANT RESOURCE FOR USE BY INDUSTRY STAKEHOLDERS IN ADOPTING STANDARDS AND TEST PROGRAMS THAT SUPPORT THEIR REQUIREMENTS. EXPECTED OUTCOMES: THE RESULTS OF THE RESEARCH PLAN COULD HELP ACCELERATE THE INDUSTRY?S ADOPTION OF SMART GRID INTEROPERABILITY AND CYBERSECURITY STANDARDS. THROUGH SEPA BROAD INDUSTRY MEMBERSHIP AND INDUSTRY ENGAGEMENT, THERE IS POTENTIAL TO PROVIDE SIGNIFICANT BENEFITS TO STAKEHOLDERS IN ENABLING INTEROPERABILITY AND CYBERSECURITY THROUGH TESTING, STANDARDS DEVELOPMENT, AND CONTINUOUS INDUSTRY INNOVATION. THE TECHNICAL WORK PLAN LEVERAGES THE EXPERTISE OF THE APPLICANT?S INDUSTRY STAKEHOLDERS. THE WORK ON THE CONTINUED DEVELOPMENT OF INTEROPERABILITY PROFILES FOR SMART GRID MODERNIZATION IS ALSO EXPECTED TO ACCELERATE ADOPTION OF INTEROPERABILITY PROFILES BY THE INDUSTRY. THE FOCUS ON EV FLEET MANAGED CHARGING IS TIMELY AS THE ADOPTION OF EV IS ACCELERATING. THE GRANTEE?S PLAN TO CONVENE AND SUPPORT THE TESTING AND CERTIFICATION WORKING GROUP AND CYBERSECURITY WORKING GROUP WILL HAVE A POSITIVE IMPACT ON THE INDUSTRY ADOPTION OF THE SMART GRID INTEROPERABILITY AND CYBERSECURITY STANDARDS. THE ONGOING EFFORT TO HOST AND EXTEND THE CATALOG OF STANDARDS AND CATALOG OF TEST PROGRAMS PROVIDES A CONVENIENT SOURCE OF INFORMATION AS TO WHICH STANDARDS ARE ADOPTED BY ELECTRIC INDUSTRY TEST PROGRAMS.INTENDED BENEFICIARIES: THIS COOPERATIVE AGREEMENT WILL CONTINUE THE ACCELERATION AND HARMONIZATION OF SMART GRID INTEROPERABILITY STANDARDS, ENABLING THE DEPLOYMENT OF A SMART GRID IN A TIMELY WAY TO ENSURE A RELIABLE AND SECURE ELECTRIC GRID. THE TECHNICAL WORK ON INTEROPERABILITY PROFILES WILL LEAD TO THE DEVELOPMENT OF ADDITIONAL TESTING AND CERTIFICATION PROGRAMS FOR SMART GRID STANDARDS THAT CAN HELP IMPROVE INTEROPERABILITY OF SMART GRID DEVICES FOR CONSUMERS. THE CATALOG OF STANDARDS AND CATALOG OF TEST PROGRAMS WILL PROVIDE A CONVENIENT SOURCE OF INFORMATION FOR PURCHASERS AND IMPLEMENTERS ON WHICH STANDARDS ARE RELEVANT TO SMART GRID AND IDENTIFY THOSE THAT ARE SUPPORTED BY INDUSTRY TESTING AND CERTIFICATION PROGRAMS.SUBRECIPIENT ACTIVITIES: THE RECIPIENT WILL SUBAWARD FUNDS FOR TECHNICAL SUPPORT ON THE CATALOG OF STANDARDS CANDIDATES TECHNICAL ANALYSIS AND INTEROPERABILITY PROFILES DEVELOPMENT.
