The Department of Transportation awarded a $1 million Cooperative Agreement to Capital Metropolitan Transportation Authority on May 1, 2027, under the Asset Concessions and Innovative Finance Assistance program (CFDA 20.945).
CapMetro will procure advisors to complete pre-construction activities in support of a transit facility integration project requiring relocation or integration of a transit center. The work includes value-of-money analysis, pre-NEPA coordination with TIFIA readiness review, and schematic design. Deliverables comprise a work plan, quarterly reports, project deliverables, and compliance with 2 CFR 200.
The award obligates the full $1 million. Performance is based in Texas and runs through April 30, 2030. The program supports eligible public authorities in building technical capacity to evaluate public-private partnerships and asset concessions by funding access to expert services for early-stage infrastructure projects. Beneficiaries include Austin and Leander city commuters served by local and express bus routes.
