About this award
The National Science Foundation awarded $20 million in cooperative agreement funding to the University of Central Florida Board of Trustees on August 15, 2026, to operate the National Commercialization and Translation Institute (NCTI) Pilot Program through July 31, 2028. The award falls under NSF's Technology, Innovation, and Partnerships program (CFDA 47.084).
UCF will conduct a descriptive and evaluative national field study generating evidence on commercialization pathways for late-stage deep-tech research and development across critical technology sectors including artificial intelligence, quantum, biotechnology, semiconductors, and advanced manufacturing. The research addresses how combinations of capital deployment, expertise provision, and investor connections move de-risked federally funded technologies from laboratory to market, identifying which interventions at what funding levels reach specific company cohorts across the commercialization gap.
UCF's methodological framework combines contribution analysis, qualitative comparative analysis, and large-language-model-assisted qualitative methods benchmarked against human analysts. The approach incorporates a diagnostic triage-and-match model assessing companies across technology, manufacturing, market, and investment readiness; an LLM-assisted qualitative-methods layer for small-cohort evaluation; a learning-agenda structure producing deep-tech-specific commercialization benchmarks; and a standing national registry supplying measurement infrastructure for the ecosystem. Work is performed in Alafaya, Florida.
Description
- Abstract
- The ncti pilot program is designed as a descriptive and evaluative national field study that generates rigorous, deep-tech specific evidence on commercialization of late-stage r & d. The central purpose of the ncti pilot program is to assist in providing critical outcomes necessary to move federally funded deep-tech innovations from laboratory to market, creating economic and societal value. Through investigating the impact of supplying capital, expertise, and investor connections to companies in the late stages of r & d, this pilot program helps to strengthens U.S. Competitiveness and national security in critical and emerging sectors such as AI, quantum, biotechnology, semiconductors, advanced manufacturing, and other critical technology areas.? Ncti?s research endeavors are designed to answer the overarching question of which interventions, in what combinations, delivered to which companies, at what funding levels, move DE-risked technologies across the commercialization GAP. This program evaluation claims analytic rather than statistical generalization and is theory-based, combining contribution analysis, qualitative comparative analysis, and LLM-assisted qualitative methods benchmarked against human analysts. Four features distinguish the ncti research methodological approach: 1) a diagnostic triage-and-match model assessing each company across technology, manufacturing, market, and investment readiness; 2) an LLM-assisted qualitative-methods layer advancing small-cohort evaluation; 3) a learning-agenda structure that produces deep-tech-specific commercialization benchmarks; and 4) a standing national registry supplying the measurement infrastructure the ecosystem lacks. Ncti will utilize five research determinants of investment readiness, the contribution of need-sized capital plus concierge support, mechanism heterogeneity across technology classes, LLM-assisted methodological innovation, and investment-grade benchmarks. Ncti will focus on using three registered evaluation propositions to anchor the summative analysis: 1) that supported companies? 18?24-month gains substantially exceed documented base rates; 2) that investment readiness is the binding constraint linking technical readiness to capital formation; and 3) that the proposed intervention at least doubles the commercialization base rate within the cohort. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the foundation's intellectual merit and broader impacts review criteria.- subawards are planned for this award.
