Description

Awards issued prior to january 20, 2025, were funded under previous administrations and may not reflect the priorities and policies of the current administration.** early detection, response, and recovery to an emerging or foreign animal infectious disease agent, whether accidentallyor deliberately introduced, is dependent upon a qualified, reliable, and secure network of laboratories strategicallylocated throughout the united states. In response to this need, the USDA national animal health laboratory network (nahln)was established in 2002 as a comprehensive and fully coordinated surveillance and monitoring system of animal disease. The current proposal is for the continued participaton of the washington animal disease diagnostic laboratory (waddl) atwashington state university in the national animal health laboratory network (nahln) as a level 1 member laboratory INFY2025. The waddl plan of work objectives for FY2025 are to: (1) meet all responsibilities as a level 1 nahln laboratory; and 2) increase nahln capabilities and capacity in addressing an adverse animal health event such as may occur with an emerging disease detection or foreign animal disease outbreak with priority placed on the ability to electronically message test results. These objectives will be accomplished by the following: 1. Enhancement or support of IT electronic messaging of nahln scope and emerging diseasesthe current request will support both waddl IT staff and multiple technical staff that have the skillsets to maintain and the demonstrated ability to utilize HL7 messaging for all nahln assays under the scope of waddl pullman and puyallup. 2. Equipmentthe current request will provide funding for the procurement of maintenance agreements for high through-put thermocyclers in both waddl pullman and puyallup, multiple autoclaves, a maldi-TOF bacterial identification platform (nahln AMR activities), and an ultra discovery IHC machine (for scrapie testing), all of which are listed in the financial plan. Specific equipment for this project includes a cell culture incubator (viral hemorrhagic septicemia virus culture) and a bacterial auto-inoculator for antimicrobial testing. 3. Quality management systemthe current request will partially support the waddl quality manager and technical staff that also serve as internal auditors for the waddl quality management system (QMS). The q-pulse (SOP, quality management system) software maintenance agreement will be partially supported by the current project. 4. Technical support to increase fadi and/or emerging disease detection the current request will partially fund salaries of technical staff to increase fadi support, including bovine spongiform encephalopathy (BSE), and emerging disease detection including antimicrobial resistance. Project funding will also provide, 1) additional proficiency testing for fads not reimbursed through other nahln or aphis agreements, 2) training in advanced diagnostics in support of emerging disease detection- expertise for whole genome sequencing operation and analysis, 3) emerging disease case work up, and 4) support nahln and aphis related activities INC, luding the establishment of technical aspect of reporting and test validation protocols. The impact of accomplishing the project goals will be to provide national laboratory capacity and capability to quickly andeffectively address an adverse animal health event such as may occur with an emerging disease detection or foreign animaldisease outbreak.
