THE ESTABLISHMENT OF THE NATIONAL CENTER ON RESTORATIVE JUSTICE (CENTER) WILL SERVE TWO PRIMARY GOALS: (1) EDUCATE AND TRAIN NEXT GENERATION OF JUVENILE AND CRIMINAL JUSTICE LEADERS. THE CENTER SHALL ENGAGE AND CHALLENGE UNDERGRADUATE, GRADUATE, AND LAW STUDENTS, IN CONJUNCTION WITH CRIMINAL JUSTICE PROFESSIONALS, COMMUNITY MEMBERS, EDUCATORS, AND SOCIAL SERVICE PROVIDERS, AT THE STATE, REGIONAL, AND NATIONAL LEVELS, IN ORDER TO BROADEN THEIR UNDERSTANDING OF CRIMINAL JUSTICE SYSTEMS AND RESTORATIVE APPROACHES, WHILE ENCOURAGING ACCESS TO EDUCATIONAL OPPORTUNITIES FOR INCARCERATED INDIVIDUALS; AND, (2) SUPPORT RESEARCH FOCUSING ON RESTORATIVE JUSTICE AND ADDRESSING SOCIAL INEQUITIES, SUCH AS ACCESS TO SUBSTANCE ABUSE TREATMENT AND HIGHER EDUCATION. THE VERMONT LAW SCHOOL WILL USE AWARD FUNDS TO ESTABLISH THE NATIONAL CENTER ON RESTORATIVE JUSTICE. THE CENTER WILL IMPROVE CRIMINAL JUSTICE POLICY AND PRACTICE BY BROADENING THE UNDERSTANDING OF JUSTICE SYSTEMS AND RESTORATIVE APPROACHES FOR UNDERGRADUATE, MASTER'S LEVEL, AND LAW STUDENTS, AND JUSTICE PROFESSIONALS WHILE EXPANDING EDUCATIONAL OPPORTUNITIES FOR INCARCERATED INDIVIDUALS AND THOSE IN A COURT-SUPERVISED SUBSTANCE ABUSE PROGRAM. THE CENTER WILL ALSO HOST TWO RESTORATIVE JUSTICE INSTITUTES ANNUALLY, THUS DEEPENING THE RESTORATIVE JUSTICE KNOWLEDGE BASE FOR JUSTICE PROFESSIONALS. THE CENTER WILL SUPPORT RESEARCH ON RESTORATIVE JUSTICE STRATEGIES AND IMPACTS IN THE CONTEXT OF THE US CRIMINAL LEGAL SYSTEM.

The National Center on Restorative Justice will collaborate with the University of Vermont (UVM), a nationally designated Research-2 university, to provide higher education opportunities to incarcerated individuals, broaden justice-related educational opportunities for undergraduates, and support a Research and Data Hub (RDH) with a focus on how best to provide direct services to address social inequities, particularly simultaneous access to substance abuse treatment and higher education. All deliverables of the National Center will be subject to UVM s research and evaluation across measurable outcomes. The RDH will use rigorous study design, data collection, and analysis techniques to quantify the reach and impact of the National Center s RJ educational offerings as well as study how best to provide direct services to reduce social inequities. Specifically, the hub will: ● Serve as a resource for the National Center s performance measurement and course evaluation activities; ● Develop and conduct an evaluation of the National Center s program focused on pairing educational opportunities for those involved in drug treatment courts; and, ● Partner with UVM s Liberal Arts in Prison Program to conduct research on the delivery, sustainability, and impact of providing higher education opportunities to incarcerated individuals. In addition, the National Center on Restorative Justice will partner with UVM to expand its existing Liberal Arts in Prison Program (LAPP) and began offering higher education opportunities in prison.

Through a collaboration with USD, VLS will expand the National Center on Restorative Justice's national presence by developing and hosting semi-annual RJ institutes. The institutes will be coordinated by USD Professor Karp, and will educate juvenile and criminal justice practitioners in RJ principles, current research, and application. Specific tracks geared to justice professionals such as law enforcement, correctional officers, social services, educators, clinicians, judges, prosecutors and defenders will be offered. These institutes will allow cohorts of professionals to gather, exchange knowledge and ideas, earn continuing education credits, and broaden the national understanding about RJ. Data on attitude and behavior changes, as well as RJ implementation experiences, will be collected across all cohort participants. Collecting these data longitudinally will provide the unique opportunity to study the impact of immersive RJ training on individual and system changes, as well as support a learning community of justice practitioners. Materials to be developed as part of this effort will include Institute agendas, handouts, and recordings as well as journal and other articles addressing the benefits for justice systems of enhanced RJ education and training. In addition, Professor Karp will aid in a curriculum review, course mapping, and evaluation, in conjunction with VLS and UVM, of the graduate restorative justice program offered at VLS.
