The Office of Juvenile Justice and Delinquency Prevention awarded Nw3C, Inc. a $900,000 cooperative agreement on October 1, 2025 under the Missing Children's Assistance program (CFDA 16.543) to sustain and enhance the Internet Crimes Against Children Data System, the national platform supporting law enforcement investigations of online child exploitation.
Nw3C will coordinate with the West Virginia State Police to transition technical staff from that agency to Nw3C to ensure continuity of the data system, which is used by Internet Crimes Against Children Task Forces and thousands of affiliate agencies to receive, triage, assign, deconflict, and track CyberTipline reports and related cases. Project activities include applying phased agile software development to deliver system enhancements, expanding tools for case coordination, strengthening CyberTipline triage and management, publishing Internet Crimes Against Children Data System standard operating procedures, and delivering national training and technical assistance. Deliverables encompass updated system modules, standard operating procedures, training webinars and videos, quarterly steering committee meetings, bi-weekly coordination with the National Center for Missing and Exploited Children, and comprehensive statistical reporting to OJJDP.
Performance occurs in Richmond, Virginia, with a period of performance from October 1, 2025 through September 30, 2026.
