About this award
The Department of Justice Office of Justice Programs Bureau of Justice Statistics awarded a $2.331 million Cooperative Agreement to the Judiciary Courts of the State of Indiana, acting through the Indiana Supreme Court Office of Judicial Administration, under the National Criminal History Improvement Program (CFDA 16.554) on October 1, 2026.
The award funds two projects to improve Indiana's submission of accurate, complete, and timely criminal history records to the Indiana State Police. The first project continues development and deployment of InJail, a statewide jail management system, with a major enhancement to create a module that uploads warrant information from Indiana courts to InJail, which then transfers warrant data to the Indiana Data and Communications System at the Indiana State Police, making warrant information available to the National Instant Criminal Background System. The second project implements an artificial intelligence tool to audit Odyssey, the statewide court case management system, to ensure courts use correct event codes that trigger submission of civil and criminal mental health determinations, red flag case determinations, and domestic violence determinations in criminal cases to NICS through Connecticut's NICS reporting application.
Performance occurs in Indianapolis, Indiana. The period of performance runs through September 30, 2029.
Description
The first project is to continue the work started under prior nics/narip/nchip grant awards to develop and deploy injail, a statewide jail management system that will continue indianas goal toward 100% compliance for sending accurate, complete, and timely records to indianas criminal history repository maintained by the indiana state police (ISP). A major enhancement to injail under this grant is to develop a module so that warrant information from the courts is uploaded to injail, and in turn, uploaded to the indiana data and communications system (idacs) at ISP. Idacs makes warrant information available to the national instant criminal background check system (nics). The second project is to implement the use of an artificial intelligence tool to audit odyssey, the statewide court case management system data to ensure that courts have used the correct event codes that trigger the submission of critical case information from odyssey to connecticuts nics reporting application. This application interfaces directly with nics and sends civil and criminal mental health determinations, determinations in red flag cases and domestic violence determinations in criminal cases.
