Description
The delaware state police state bureau of identification, in partnership with the delaware criminal justice information system (deljis), is requesting funding through the FY 2025 consolidated national criminal history improvement program to improve the accuracy, completeness, and reliability of delawares criminal history and mental health records. Deljis maintains delawares statewide criminal justice information system, which supports law enforcement agencies, courts, corrections, prosecutors, and other authorized criminal justice partners. This project will focus on improving criminal history records by identifying and correcting cases where arrests or warrants were not properly arraigned by the courts, resulting in incomplete or inaccurate criminal records. Missing arraignments create gaps in criminal history information and can negatively impact criminal justice decisions, firearm background checks, and public safety efforts. The project will also improve the quality of mental health records contained in delawares G4 database, which is used to support firearm background checks and determine prohibited persons status. Deljis will work with the delaware state police, delaware courts, and the department of homeland security to identify and link G4 records to related law enforcement incidents and court actions when available. The project includes system analysis, programming enhancements, automated reporting improvements, testing, and data cleanup activities designed to strengthen the integrity of records shared with state and federal systems, including the national instant criminal background check system. By improving record accuracy, reducing duplicate research efforts, and ensuring that records are complete and properly linked, delaware will continue to enhance public safety and support accurate background check determinations statewide and nationally.
