About this award

The Department of Justice Office of Justice Programs Bureau of Justice Statistics awarded the Arizona Supreme Court a cooperative agreement for $2.358 million on July 1, 2026, under the National Criminal History Improvement Program (CFDA 16.554) to implement the Statewide Juvenile Prohibited Possessor Case Management Project.

The Arizona Supreme Court will replace existing juvenile probation case management systems with a modernized, cloud-based platform capable of transmitting juvenile prohibited possessor records to the National Instant Criminal Background Check System (NICS). The new system will enable NICS agents to query records 24/7 to investigate firearm purchases by persons under 21 years of age and provide the judicial branch with internet-based portals and mobile workforce support alongside managerial analytics. Project activities include system development and integration with other court case management systems, statewide training, and implementation across all 15 Arizona juvenile probation departments. Expected outcomes include deployment of the cloud-based system to serve over 1,400 statewide users and improved electronic transmittal of juvenile records to state and national NICS systems.

The award runs through June 30, 2029, with place of performance in Phoenix, Arizona.

Description

The purpose of the project is to provide juvenile prohibited possessor records to the national instant criminal background check system (NICS) and to allow NICS agents to query the system 24/7 to perform the needed investigation into the purchase of a gun by a person under 21 years of age. The arizona supreme court plans to achieve this purpose by replacing the existing aging juvenile probation case management systems with a more robust, modernized, and integrated system. This updated system will, among other things, enable the arizona judicial branch to transmit juvenile records to NICS, thus providing an efficient and effective means of identifying ineligible firearm purchasers on a statewide basis. Project activities include system development and integration with other court case management systems, training on the use of the new system, and implementation statewide. Expected outcomes include the development and rollout of a new cloud-based case management system to be used by all juvenile probation departments, which will provide support for a mobile workforce with internet-based portals to interact with the client base, along with managerial analytics; the improvement of electronic transmittal of juvenile records to state and the national NICS system.
