About this award
The Michigan State Police (MSP) was awarded a $1,987,245 Cooperative Agreement by the Bureau of Justice Statistics (BJS) under the National Criminal History Improvement Program (NCHIP) Grant. The funding will be used to improve the accuracy, quality, timeliness, and accessibility of Michigan's criminal history data and records systems. Key initiatives include conducting regular record quality audits, reducing record backlogs, updating records for open concealed pistol licensing cases, completing arrest incident records, establishing statewide booking standards, enhancing live scan fingerprinting technology at local agencies, and providing data management training. These efforts will substantially improve the quality and quantity of criminal history records available to national systems like the National Crime Information Center (NCIC) and National Instant Criminal Background Check System (NICS). Additionally, a $302,700 sub-award will be provided to the Michigan Department of Corrections to upgrade live scan devices and ensure complete fingerprint data collection and transmission capabilities.
Description
Vital enhancements within the criminal history record (CHR) system include (1) regular record quality audits, (2) record backlog reduction, (3) record updates for open concealed pistol licensing (CPL) cases, (4) record completion for arrest incidents with missing data, (5) the establishment of statewide booking standards and initiative monitoring, and (6) technology enhancement for live scan (FINGERPRINTING) devices at local agencies, and (7) provisions for data management training within MSP, the courts, and other reporting agencies. Together, these CHR system improvement initiatives will ensure the accuracy and accessibility of criminal history data for MSP and its justice system partners. Specifically, MSP will use funds to assist with infrastructure, training, and standardized evaluations that ultimately provide for a more comprehensive CHR system. The implementation of the proposed projects will substantially improve the quality and quantity of records available to systems queried by the national crime information center (NCIC) and the national instant check system (NICS) indices.
