The police executive research forum (perf) will use FY24 safer outcomes to host integrating communications, assessment, and tactics (icat) training sessions within the icat facility in decatur, IL

The U.S. Department of Justice's Office of Community Oriented Policing Services (COPS Office) awarded a $794,772 Cooperative Agreement to the Police Executive Research Forum (PERF) under the Public Safety Partnership and Community Policing Grants (CFDA 16.710) program. Through this award, PERF will host Integrating Communications, Assessment, and Tactics (ICAT) de-escalation training sessions at their facility in Decatur, IL. ICAT training has been provided to over 1,400 agencies since 2017 and is undergoing IADLEST certification. The funding will allow PERF to increase the number of officers and agencies receiving this critical de-escalation training, with a focus on assisting agencies that cannot afford such training. Additionally, PERF will use a portion of the funds to send ICAT instructors directly to agencies where on-site training would be more cost-effective, particularly for those looking to train a larger number of officers. The award period runs from October 1, 2024 through September 30, 2026.

Since 2017, perf has provided integrating communications, assessment, and tactics (icat) training to over 1,400 agencies. Icat has been recognized by CIT international and is undergoing iadlest certification. By providing this training to agencies that cannot afford DE-escalation training, we will increase the number of officers (and subsequently, agencies) who have received training in DE-escalation techniques. Additionally, perf will use a subset of funds to send icat instructors directly to agencies in cases where IT would be more cost-effective to provide on-site instruction. Typically, this would be for agencies who are looking to train a larger number of officers in icat.
