About this award
EPA Region 4 awarded a $1,199,696 cooperative agreement to the City of Cooper City, Florida on June 1, 2026, to rehabilitate approximately 1.6 miles of deteriorated and leaking gravity sewer lines and address inflow and infiltration issues in the city's wastewater collection system.
The project will execute trenchless pipe rehabilitation using fold-in form liners and adhesives to create new structural integrity within existing pipes without full excavation and replacement. Work includes pre- and post-cleaning television inspections of sewer pipes and segments, removal of protruding taps and grease accumulation, installation of flexible liner material to repair damage and seal cracks, reconfiguration of grates and frames as needed to minimize seepage, reinstatement and testing of active lateral connections, and televised confirmation that rehabilitated pipes show no leaks.
The City of Cooper City performs all work directly with no subawards. Performance occurs in Davie, Florida with a completion date of November 30, 2027. Funding is authorized under the 2024 Consolidated Appropriations Act through the Congressionally Mandated Projects program (CFDA 66.202). The anticipated outcomes include a rehabilitated wastewater collection system that reduces seepage of untreated sewage into groundwater, prevents discharge into sensitive waterways, and reduces sanitary sewer overflows.

Specifically, rehabilitation will be performed using fold-in form liners and adhesives, and cutting and sealing of existing laterals through these liners after installation. Where necessary, grates, frames, isometric seals, etc. May be reconfigured or changed to minimize seepage and accomplish the project. All work, including active lateral connections, shall be reinstated, tested, and restored pipes and/or system shall be televised to confirm there are no leaks in the rehabilitated work. Subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include a rehabilitated wastewater collection system that significantly reduces seepage of untreated sewage into the groundwater and prevents the flow of untreated sewage into sensitive waterways. The expected outcomes include reduced infiltration and inflow in the sewer system, leading to improved system efficiency and fewer sanitary sewer overflows (SSOS), longevity of the wastewater collection system, and protection of groundwater contamination and ultimately, the waterways. The intended beneficiaries include residents of city of cooper city, florida.
