About this award

EPA Region 4 awarded a $1.267 million cooperative agreement to the Town of Hillsborough, North Carolina on March 1, 2026, under the Congressionally Mandated Projects program (CFDA 66.202) to construct a water booster pumping station establishing a potable water interconnection between Hillsborough and the Orange Water and Sewer Authority (OWASA).

The project delivers a skid-mounted water booster pumping station with approximately 1,500 gallons per minute capacity, permanently connected to an existing 16-inch ductile iron water main, along with a backup generator to maintain operation during power outages. The station includes all necessary controls, appurtenances, and a large control valve installed within a new valve vault located along Exchange Park Lane. The interconnection diversifies the town's water supply from its current sole source at the Eno River, enabling the town to source potable water from the Cape Fear River Basin at Cane Creek Reservoir and University Lake. This infrastructure enhances system resilience and redundancy to ensure reliable water service during disruptions caused by drought, low flows, or contamination.

Work is performed in Hillsborough, North Carolina. The total obligation is $1.584 million with a period of performance through February 28, 2027. No sub-recipients are included in this award.
