DESCRIPTION:THIS ACTION PROVIDES FUNDING IN THE AMOUNT OF $500,000 TO THE COUNTY OF CHATHAM TO IMPLEMENT ITS PROJECT TO CONDUCT STORM WATER AND SEA LEVEL RISE IMPACT STUDIES AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT OR AS IDENTIFIED IN AN APPROVED TECHNICAL CORRECTION IF ONE HAS BEEN APPROVED FOR THIS PROJECT. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE THE EXECUTION AND IMPLEMENTATION OF STORM WATER AND SEA LEVEL RISE IMPACT STUDIES. WORKPLAN ACTIVITIES CONSIST OF A COMPREHENSIVE EVALUATION OF THE EXISTING HYDROLOGIC AND HYDRAULIC (HANDH) DRAINAGE MODEL, CONVERSION OF THE MODEL FROM XPSWMM TO PCSWMM, AND THE IMPLEMENTATION OF FUTURE BUILD OUT LAND USE CONDITIONS ALONG WITH SEA LEVEL RISE MODELED AS A TAILWATER ELEVATION. UPON COMPLETION, THE PROGRAM WILL IDENTIFY AREAS PRONE TO FLOODING AND OTHER ISSUES AND WILL PROVIDE A STRATEGIC PLAN FOR IMPROVEMENTS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE DATA-DRIVEN RECOMMENDATIONS AND DESIGN AND INFRASTRUCTURE PLANS. THROUGH DETAILED REPORTS WITH ACTIONABLE INSIGHTS ON DRAINAGE SYSTEM IMPROVEMENTS, POLLUTANT LOAD REDUCTION STRATEGIES, AND AREAS PRONE TO FLOODING ENGINEERING PLANS FOR UPDATED OR NEW STORMWATER INFRASTRUCTURE WILL BE DEVELOPED. THE EXPECTED OUTCOMES INCLUDE RESILIENT STORMWATER INFRASTRUCTURE, IMPROVED PUBLIC HEALTH, AND CLIMATE RESILIENCE. OVER TIME, THE STUDY'S FINDINGS WILL SUPPORT INSTALLATION OF MORE EFFICIENT AND RESILIENT INFRASTRUCTURE THAT CAN HANDLE INCREASED RAINFALL AND REDUCE FLOODING RISKS WHILE IMPROVING WATER QUALITY. WITH SAFER, CLEANER WATERS SYSTEMS, THE OVERALL HEALTH OF LOCAL COMMUNITIES WILL IMPROVE BY MINIMIZING EXPOSURE TO WATERBORNE POLLUTANTS AND CONTAMINANTS. LASTLY, AS SEA LEVEL RISE AND EXTREME WEATHER EVENTS BECOME MORE FREQUENT, THE STUDY WILL HELP LOCAL GOVERNMENTS BETTER PLAN FOR AND ADAPT TO CHALLENGES, ENSURING LONG-TERM SUSTAINABILITY OF WATER INFRASTRUCTURE. THE INTENDED BENEFICIARIES INCLUDE LOCAL GOVERNMENTS AND MUNICIPALITIES (CHATHAM COUNTY, CITY OF BLOOMINGDALE, CITY OF GARDEN CITY, CITY OF POOLER, CITY OF PORT WENTWORTH, CITY OF SAVANNAH, TOWN OF THUNDERBOLT, CITY OF TYBEE ISLAND, TOWN OF VERNONBURG, AND EFFINGHAM COUNTY DUE TO SHARED WATERSHED AND HYDROLOGIC BOUNDARIES), RESIDENTS AND PROPERTY OWNERS, LOCAL BUSINESSES AND DEVELOPERS, EMERGENCY SERVICES AND FIRST RESPONDERS, INFRASTRUCTURE AND UTILITY PROVIDERS, AND EDUCATIONAL AND RESEARCH INSTITUTIONS.
