About this award
The U.S. Environmental Protection Agency (EPA) awarded a $14,999,787 Cooperative Agreement to the Miccosukee Corporation under the Climate Pollution Reduction Grants (CFDA 66.046) program. The grant funding will support the implementation of greenhouse gas (GHG) reduction programs, policies, projects, and measures identified in a priority climate action plan developed by the Miccosukee Corporation. Key activities include vehicle electrification and charging, reduced roadway vehicle miles traveled, and measures to address residential building emissions. This strategic, interdependent set of GHG reduction investments aims to achieve significant cumulative emissions reductions by 2030 and deliver substantial community benefits, particularly in low-income and disadvantaged areas of the Miccosukee tribal lands in Miami, Florida. The grant award period runs from January 1, 2025 to December 31, 2029.
Description
This action provides funding in the amount of $14,999,787.00 to assist the miccosukee corporation under the inflation reduction act (IRA) to support the implementation of greenhouse gas (GHG) reduction programs, policies, projects, and measures identified in a priority climate action plan (pcap) developed under a climate pollution reduction grants (cprg) planning grant. Activities conducted through this grant will benefit all residents and visitors to the tribal lands of miccosukee through four main objectives which include the implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond, the pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities, complementing other funding sources to maximize these GHG reductions, and community benefits, and pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions. Activities:the activities include three (GHG) reduction measures that address two primary sources of GHG emissions: transportation emissions, measures include vehicle electrification and charging, and reduced roadway vehicle miles traveled; buildings emissions, measures address residential energy loads. These met (miccosukee energy transition) GHG reduction measures are not isolated interventions but strategically interdependent and synergistic investments. . Subrecipient:miccosukee corporation proposes to conduct a study on improving fleet and energy data collection and management will include an investigation and procurement process to modernize fleet management with new practices, protocols, and technologies to improve fleet efficiency, reduce fuel consumption and vehicle miles traveled, promote efficient driving behaviors, reduce associated emissions, and facilitate fleet electrification. The fleet planning study is a comprehensive assessment of fleet management opportunities and strategies a local university or non-profit. Recommendations from the study will be used to guide tribe staff procurement and adoption of key technologies and best practices. At a minimum, technologies and best practices will include a new vehicle tagging and monitoring system, vehicle right-sizing, and feasibility and implementation planning for bidirectional charging.outcomes:the anticipated deliverables include new fleet management plan, replacing 50 ICE fleet vehicles with EVS, establishing a public transit system, EV staff training, community engagement, installing 55 level 2 EV chargers, installing 15 fast chargers, solar capacity installed, solar apprenticeships, installing comprehensive energy efficiency upgrades on 50 homes over 5 years (5 homes per year), construction apprenticeships grant funds deployed. The expected outcomes include fuel savings, transit ridership, greenhouse gas emissions and other air pollutants reduced and avoided (tons CO2E) solar capacity owned and operated by miccosukee tribe, workers trained by workforce development program by demographics, GHG emissions and CO-pollutants (tons CO2E) energy savings, workers trained by workforce development program by demographics, qualitative feedback from tribal staff and community members, apprentices, new community programs or partnerships stemming from the project, community resiliency benefits, such as successful bidirectional charging. The intended beneficiaries include creating meaningful, lasting benefits for the tribe and contribute to regional climate initiatives by creating an integrated program that combines renewable power generation, vehicle electrification, and building energy efficient investments, creating benefits as follows: economic and energy efficiency, improved resilience, health and environmental improvements, community engagement and empowerment, behavioral and educational impact, workforce development.
