DESCRIPTION:THIS ACTION APPROVES FUNDING IN THE AMOUNT OF $1,200,000.00 TO THE TOWN OF DAUPHIN ISLAND, AL TO IMPLEMENT ITS PROJECT TO PROVIDE IMPROVED STORMWATER MANAGEMENT FOR THE EAST SIDE OF DAUPHIN ISLAND THROUGH WETLAND HABITAT RESTORATION AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT OR AS IDENTIFIED IN AN APPROVED TECHNICAL CORRECTION IF ONE HAS BEEN APPROVED FOR THIS PROJECT. THE PURPOSE OF THIS PROJECT IS TO DEVELOP A SERIES OF ENGINEERED WETLANDS THROUGH LAND ACQUISITION AND ENGINEERED IMPROVEMENTS TO CAPTURE AND ABSORB STORMWATER ON UNDEVELOPED LAND, WITH THE GOAL OF IMPROVING THE OVERALL DRAINAGE OF THE AFFECTED AREA, CAPTURE NON-POINT POLLUTION THAT AFFECTS DRINKING WATER QUALITY, AND REDUCE REPETITIVE FLOODING THAT THREATENS CRITICAL ROADWAYS AND INFRASTRUCTURE. PHASE I INCLUDES LAND ACQUISITION AND PRELIMINARY DESIGN. THE PURPOSE OF THIS AWARD IS FOR 1) LAND ACQUISITION OF PRIORITY PROPERTIES FOR STORMWATER PARKS; 2) - PRE-ENGINEERING AND DESIGN OF STORMWATER CONVEYANCE INTO PARKS AND COMPLETION OF SUBMITTAL OF DOCUMENTS FOR NEPA REVIEW. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED IN PHASES: PHASE 1. ACQUIRE PRIORITY PARCELS. LAND ACQUISITION OF PRIORITY PROPERTIES FOR STORMWATER PARKS. LAND ACQUISITION EFFORTS BY THE TOWN OF DAUPHIN ISLAND WILL COMMENCE IMMEDIATELY IN HIGH PRIORITY AREAS NEAR WHERE CHRONIC FLOODING ISSUES OCCUR FROM STORMWATER. A TARGET OF 10 PROPERTIES WILL BE ACQUIRED IN STRATEGIC PRIORITY LOCATIONS FROM WILLING SELLERS AT MARKET VALUE. THESE PARCELS HAVE BEEN IDENTIFIED AS FITTING THE CRITERIA FOR STORMWATER PARKS. THESE PARCELS ARE UNDEVELOPED, CONTIGUOUS, AND LOCATED IN LOW-LYING AREAS CONDUCIVE TO DRAINAGE. THREE OF THE 10 PARCELS ARE ACTIVELY BEING PURCHASED. FOR EACH OF THESE PURCHASED PARCELS, THE DUE-DILIGENCE DOCUMENTATION INCLUDING APPRAISAL, LAND SURVEY, AND CLOSING STATEMENT WILL BE PROVIDED FOR EPA REVIEW AND APPROVAL AS A REIMBURSABLE PRE-AWARD COSTS. 2. ENGINEERING PLANS AND SPECIFICATIONS FOR BIDDING-FUNDS REQUESTED NOW ARE ONLY FOR ENGINEERING AND DESIGN. THE ACTIVITIES TO BE PERFORMED INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: A) SURVEYING, GEOTECHNICAL TESTING, AND TRAFFIC STUDIES; B) DRAINAGE EASEMENT AND/OR RIGHT-OF-WAY INVESTIGATION, PROPERTY RESEARCH, APPRAISAL AND NEGOTIATIONS; C) EVALUATIONS, ANALYSIS, REPORTS, RECOMMENDATIONS, COST AND TIME ESTIMATES; D) DESIGN, PREPARATION OF CONTRACT AND/OR RECORD DOCUMENTS; E) ALL PHASES OF PERMITTING-INCLUDING BUT NOT LIMITED TO PERMITS FROM TOWN OF DAUPHIN ISLAND AND ALABAMA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT F) CONSTRUCTION ADMINISTRATION; G) PROFESSIONAL MANAGEMENT THROUGHOUT ALL PHASES OF THE PROJECT INCLUDING BUT NOT LIMITED TO, PERIODIC PROGRESS REPORTS/MEETINGS, PROPER PROCESSING OF INVOICES FOR SERVICES, TIMELY PROCESSING OF PROJECT CORRESPONDENCE, FIELD INSPECTIONS AND INVESTIGATION. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE: PHASE 1: 1) 10 STRATEGICALLY LOCATED PRIORITY PARCELS ARE ACQUIRED; 2) PRELIMINARY ENGINEERING PLANS AND DESIGN SPECIFICATIONS, ALONG WITH OTHER ENVIRONMENTAL DOCUMENTATION PRODUCED FOR EPA NEPA REVIEW; 3) PERMITS FROM TOWN OF DAUPHIN ISLAND (TODI) AND ALABAMA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (ADEM). PHASE 2 DELIVERABLES: 1) FINAL DESIGN AND 2) CONSTRUCTION OF STORMWATER PARKS. THE EXPECTED OUTCOMES ARE 1) IMPROVED WATER QUALITY IN SURROUNDING BAYS; 2) DECREASE FLOODING OF TOWN INFRASTRUCTURE; 3) IMPROVED COMMUNITY HEALTH; 4) IMPROVED SUSTAINABILITY OF ISLAND WATER INFRASTRUCTURE; AND 5) IMPROVED RESILIENCE TO STORM EVENTS FOR THE RESIDENTS OF DAUPHIN ISLAND, AL. THE INTENDED BENEFICIARIES ARE THE RESIDENTS OF DAUPHIN ISLAND.
