DESCRIPTION:BROWNFIELDS ARE REAL PROPERTY, THE EXPANSION, DEVELOPMENT OR REUSE OF WHICH MAY BE COMPLICATED BY THE PRESENCE OR POTENTIAL PRESENCE OF A HAZARDOUS SUBSTANCE, POLLUTANT, OR CONTAMINANT. THIS AGREEMENT WILL PROVIDE FUNDING FOR THE CITY OF WHITTIER TO CONDUCT ELIGIBLE PLANNING, ASSESSMENT, AND REMEDIATION ACTIVITIES AS AUTHORIZED BY CERCLA 104(K)(4) IN WHITTIER, AK. ACTIVITIES:SPECIFICALLY, THIS AGREEMENT WILL PROVIDE FUNDING TO THE RECIPIENT TO PLAN, INVENTORY, CHARACTERIZE, ASSESS, CONDUCT CLEANUP PLANNING AND COMMUNITY INVOLVEMENT ACTIVITIES, AND REMEDIATE SITES. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:IN ADDITION TO THE PRIORITY SITES, THE GRANT WILL ALSO IDENTIFY AND ASSESS ADDITIONAL SITES IN THE CITY. THE CITY PLANS TO COMPLETE TWO (2) FASTM-AAI COMPLIANT PHASE I ENVIRONMENTAL SITE ASSESSMENTS (ESAS) AND 3 PHASE II ESAS (INCLUDING SITE SPECIFIC QAPPS). PRIOR TO INITIATING A PHASE I ESA, AN ELIGIBILITY DETERMINATION WILL BE PREPARED AND SUBMITTED TO THE EPA FOR REVIEW AND APPROVAL. PHASE I ESAS WILL BE PERFORMED IN ACCORDANCE WITH THE ALL APPROPRIATE INQUIRIES (AAI) FINAL RULE AND THE ASTM INTERNATIONAL E1527-13 AND/OR 21 PHASE I ESA STANDARD. ALL AAI FINAL REPORTS PRODUCED WILL COMPLY WITH 40 CFR PART 312. ALL AAI REPORTS SUBMITTED TO THE EPA WILL BE ACCOMPANIED BY A COMPLETED 'AAI REPORTING REQUIREMENTS CHECKLIST'. TO ENSURE COMPLIANCE WITH ALL ALASKA ENVIRONMENTAL REGULATIONS, ALL ACTIVITIES WILL BE COORDINATED WITH DEC.
