DESCRIPTION:THE PRIMARY OBJECTIVE OF THE EPA'S ANCSA COOPERATIVE AGREEMENT GRANTS PROGRAM IS TO PROVIDE FINANCIAL SUPPORT TO ASSIST THE ALASKA TRIBAL ENTITIES WITH ADDRESSING CONTAMINATION ON LANDS CONVEYED PURSUANT TO THE ALASKA NATIVE CLAIMS SETTLEMENT ACT (ANCSA) OF 1971 (43 U.S.C. 1601 ET SEQ.). THE FUNDS ARE AVAILABLE TO ELIGIBLE TRIBAL APPLICANTS TO: (1) TO CHARACTERIZE, ASSESS, AND CONDUCT PLANNING AND COMMUNITY INVOLVEMENT ACTIVITIES RELATED TO THESE LANDS; AND (2) TO CARRY OUT CLEANUP ACTIVITIES AT ANCSA CONTAMINATED SITES. FOR THIS PROJECT, THE ALASKA NATIVE VILLAGE CORPORATION (ANC) OF UKPEAGVIK INUPIAT CORPORATION (UIC) WILL ASSESS CONTAMINATION AND HAZARDOUS BUILDING MATERIALS AT THE NAVY ARCTIC RESEARCH LABORATORY (NARL) OLD POWERHOUSE SITE AND BUILDING FOR REUSE.ACTIVITIES:THE GRANTEE (UIC) WILL ASSESS THE MAGNITUDE AND EXTENT OF SOIL AND GROUNDWATER CONTAMINATION AT THE SITE FOR FUTURE CLEANUP AND SAMPLE FOR ASBESTOS AND LEAD-BASED PAINT IN THE POWERHOUSE TO ALLOW FOR FUTURE ABATEMENT AND DEMOLITION, SO THAT THE SITE MAY BE REVITALIZED INTO A VALUABLE COMMUNITY ASSET TO CREATE JOBS AND GROW THE LOCAL ECONOMY. THE GRANTEE WILL PERFORM COMMUNITY ENGAGEMENT, HAVE REGULAR MEETINGS WITH EPA AND STAKEHOLDERS, AND SUBMIT A HEALTH AND SAFETY PLAN, QUALITY ASSURANCE PROJECT PAN, WORK PLANS, AND PERFORMANCE OR PROGRESS REPORTS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE GRANT FUNDING WILL ALLOW UIC TO COMPLETE A SITE CHARACTERIZATION TO ADDRESS ASSOCIATED HAZARDOUS MATERIALS, SAFETY, AND HUMAN HEALTH REQUIREMENTS, ALLOWING THE SAFETY REUSE OF THE PROPERTY OWNED BY THE UIC NATIVE TRIBE. THE DIRECT BENEFICIARIES OF THIS PROGRAM INCLUDE THE GRANTEE, A NATIVE TRIBE, AS WELL AS THE REMOTE COMMUNITY OF UIC RESIDENTS.
