About this award
Environmental Protection Agency Region 6 awarded a $430,000 cooperative agreement to the City of Portales on April 1, 2026, under the Congressionally Mandated Projects program (CFDA 66.202) to implement wastewater infrastructure improvements along Kilgore Avenue in Portales, New Mexico.
The City will dredge and regrade approximately 5,303 feet of drainage ditch between 3rd and 18th Streets to restore optimal runoff with 4:1 side slopes, an approximately 4-foot bottom width, and a gradual grade transitioning from about 2.3% to 1.9% north to south. The project will repair or replace up to twelve sanitary sewer manholes and covers using 48-inch-ID precast concrete structures with traffic-rated lids for rim-to-invert heights under four feet. EPA funding supports construction tasks and materials, including culvert labor, dirt work (excavation, backfill, grading), manhole rehabilitation, dredging, and site restoration including driveways and rights-of-way rebuilding. The work aims to increase conveyance capacity, reduce flooding and erosion, and extend the service life and safety of the roadway and adjacent homes.
Period of performance runs from April 1, 2026, through January 31, 2027. No sub-awards are included in this agreement. The obligated amount is $430,000.
Description
This agreement provides funding to the city of portales to implement its project for dredging and regrading the drainage ditch and managing construction for manhole work along approximately 5,303 feet of kilgore avenue between 3RD and 18TH streets. The ditch will be restored for optimal runoff with 4:1 side slopes (about 3 feet on the west and 2 feet on the east), an approximately 4#8209; foot bottom width, and a gradual grade transitioning from about 2.3% to 1.9% north to south. The project will repair or replace up to twelve sanitary sewer manholes and covers using 48#8209; inch#8209; ID precast concrete structures with traffic#8209; rated lids for rim#8209; to#8209; invert heights under four feet. The contractor will confirm repair versus replacement during the proposal phase to ensure accurate pricing and scope. The purpose is to increase conveyance capacity, reduce flooding and erosion, and extend the service life and safety of the roadway and adjacent homes. Activities:the activities to be performed include the execution and implementation of a wastewater infrastructure construction project. Workplan activities consist of repairing or replacing twelve manholes and manhole covers along approximately 5,303 feet of kilgore avenue (3RD-18TH streets); dredging and regrading the sewer/drainage ditch to enhance drainage efficiency; and performing dirt work (excavation, backfill, grading) that may include culvert replacement and rebuilding areas around culverts such as driveways and rights#8209; of#8209; way, with site restoration. Environmental protection agency funds will support construction tasks and materials for these activities, including culvert labor, dirt work, manhole rehabilitation, and the materials needed for dredging and manhole repair. Subrecipient:no subawards are included in this assistance agreement.outcomes:the anticipated deliverables include dredging the sewer and storm drain ditch along approximately 5,303 feet of kilgore avenue to restore effective stormwater conveyance by returning the cross section, grade line, and bottom width to design condition, free of excessive muck, scour, and vegetation; repairing or replacing twelve (12) manholes and manhole covers with new or rehabilitated structures; and repairing or replacing culverts through full excavation, with associated dirt work, including rebuilding areas around culverts such as driveways and rights of way, in order to optimize water runoff, minimize soil erosion, enhance structural integrity, and reduce flood levels to below four (4) feet for adjacent roadways and residential areas. The expected outcomes include improved wastewater infrastructure, including upgraded manholes and enhanced drainage systems along kilgore avenue, and successful dredging of the sewer ditch that optimizes water runoff and reduces environmental and public health risks. These improvements will increase conveyance and reliability of the drainage and sewer system, reduce flooding, erosion, and clogging from muck and vegetation, lower the risk of sewer overflows and associated contamination of water and soil, and improve community readiness during and after storm events in the city of portales, new mexico. The intended beneficiaries include residents of the city of portales, new mexico especially households and businesses along kilgore avenue between 3RD and 18TH streets adjacent residential properties and roadways surrounding the drainage ditch, nearby parks, and the broader community through protections to local water resources, wildlife, and public health.
