DESCRIPTION:THIS APPROVES AN AWARD IN THE AMOUNT OF $180,000 TO THE CITY OF BEAUFORT, SOUTH CAROLINA TO IMPLEMENT ITS PROJECT, BAYARD STREET DRAINAGE IMPROVEMENTS AND STORMWATER PROJECT, AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT. THE CITY OF BEAUFORT HAS DECIDED TO APPROACH THIS PROJECT INCREMENTALLY AND WILL USE THESE FUNDS FOR ENGINEERING AND DESIGN SERVICES. THE FINAL PROJECT WILL BE A STORMWATER QUALITY STRUCTURE INCORPORATED AT THE DRAINAGE OUTFALL TO CLEAN AND FILTER RUNOFF FROM THE PROJECT AREA, THEREBY IMPROVING WATER QUALITY. THE PROJECT WILL IMPROVE DRAINAGE FOR THE SERVICE AREA, THEREBY REDUCING IMPACTS FROM CLIMATE CHANGE-RELATED FLOODING AS WELL AS PROVIDING CRITICAL STORMWATER INFRASTRUCTURE REDUCING FLOODING AND INCREASING THE RESILIENCE OF THE COMMUNITY. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: A) SURVEYING, GEOTECHNICAL TESTING, AND TRAFFIC STUDIES; B) DRAINAGE EASEMENT AND/OR RIGHT-OF-WAY INVESTIGATION, PROPERTY RESEARCH, APPRAISAL AND NEGOTIATIONS; C) EVALUATIONS, ANALYSIS, REPORTS, RECOMMENDATIONS, COST AND TIME ESTIMATES; D) DESIGN, PREPARATION OF CONTRACT AND/OR RECORD DOCUMENTS; E) ALL PHASES OF PERMITTING INCLUDING BUT NOT LIMITED TO US CORPS OF ENGINEERS, OCEAN AND COASTAL RESOURCE MANAGEMENT (OCRM), DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, AND SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION ENCROACHMENT PERMITTING; F) CONSTRUCTION ADMINISTRATION; G) PROFESSIONAL MANAGEMENT THROUGHOUT ALL PHASES OF THE PROJECT INCLUDING BUT NOT LIMITED TO, PERIODIC PROGRESS REPORTS/MEETINGS, PROPER PROCESSING OF INVOICES FOR SERVICES, TIMELY PROCESSING OF PROJECT CORRESPONDENCE, FIELD INSPECTIONS AND INVESTIGATION.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE PHASE 1 A SIGNED AND SEALED DESIGN DRAWINGS FOR DRAINAGE INFRASTRUCTURE IMPROVEMENTS TO ADDRESS FAILED INFRASTRUCTURE AND ALLEVIATE FLOODING AND IN PHASE 2 A COMPLETED DRAINAGE INFRASTRUCTURE CONSTRUCTION TO ADDRESS FAILED INFRASTRUCTURE AND ALLEVIATE FLOODING. THIS WILL TO LEAD TO A) THE INCORPORATED STORMWATER QUALITY STRUCTURE TO CLEAN/FILTER RUNOFF FROM THE PROJECT AREA, THEREBY IMPROVING WATER QUALITY. FLOOD REDUCTION IN THE SERVICE AREA'S COMMUNITY WILL ALSO REDUCE RELEASE AND EXPOSURES OF CHEMICALS AND PESTICIDES CARRIED IN FLOOD WATER AND ULTIMATELY IMPROVING WATER QUALITY IN THE SERVICE AREA AND RECEIVING WATERBODY; B) FUTURE CONSTRUCTION OF BAYARD STREET DRAINAGE IMPROVEMENTS WILL BRING ADDITIONAL FOCUS TO COMMUNITY AWARENESS OF STORMWATER MANAGEMENT BEST PRACTICES AND MAINTENANCE; C) IMPROVEMENTS WILL ALLEVIATE FLOODING OF THE PROJECT SERVICE AREA, THEREBY IMPROVING BASIC SANITATION AND REDUCING FLOOD RISKS TO THE SMALL COASTAL MUNICIPALITY OF APPROXIMATELY 13,000 FULL-TIME RESIDENTS. THE IMPROVEMENTS WILL ADVANCE THE EPA'S GOAL TO PROTECT PUBLIC HEALTH FROM THE RISK OF EXPOSURE TO REGULATED AND EMERGING CONTAMINANTS IN WATER, AND RESILIENCE OF THE NATIONS WATER INFRASTRUCTURE TO REDUCE THE IMPACTS OF CLIMATE CHANGE AND STRUCTURAL DETERIORATION; D) THE BAYARD STREET DRAINAGE IMPROVEMENTS ACCOMPLISH A PROJECT OBJECTIVE NECESSARY FOR THE CITY OF BEAUFORT TO ADVANCE ITS FLOOD RESILIENCY AND DRAINAGE IMPROVEMENTS AS RECOMMENDED/IDENTIFIED WITHIN THE CITY OF BEAUFORT'S POINT DRAINAGE MASTER PLAN.
