Environmental Protection Agency Region 5 awarded a $2 million Cooperative Agreement to the Town of Campbell, Wisconsin, on December 1, 2026, under the Congressionally Mandated Projects program (CFDA 66.202) to procure and install water treatment equipment and metering infrastructure addressing PFAS contamination.
The Town will purchase two four-cell horizontal pressure filters for a new pumphouse and treatment facility to treat raw groundwater for iron, manganese, and radium removal. The Town will also procure approximately 1,674 water meters in multiple sizes—approximately 1,600 five-eighths inch meters, 40 one-inch meters, 30 one-and-a-half inch meters, and 4 three-inch meters—along with meter reading equipment and software integrated with the Town's billing system for installation at each service line across the water distribution network.
The agreement obligates $2 million with a performance period extending from the award date through June 30, 2027, and places work at La Crosse, Wisconsin. No sub-awards are included. Anticipated deliverables include executed sealed-bid procurement records compliant with 2 CFR 200.317–200.327, the two pressure filters delivered to the Town, the specified water meters with meter reading equipment and billing software, and required supplier submittals and certifications including Buy American Act documentation. The project is expected to provide clean, safe drinking water to the community and advance EPA Strategic Goal 5 on ensuring safe drinking water and reliable water infrastructure.
