The Environmental Protection Agency (EPA) Region 5 awarded a $4,000,000 Congressionally Mandated Projects (CFDA 66.202) cooperative agreement to the City of Dayton on June 1, 2026, to expand and renovate the City's Central Water Quality Laboratory. The project, mandated through the 2024 Consolidated Appropriations Act, will deliver approximately 2,300 square feet of new building space in the form of two single-story additions with complete structural, mechanical, electrical, and plumbing systems, as well as a new entry canopy. Additionally, the agreement funds comprehensive renovation of 16,300 square feet of existing laboratory space, including interior reconfiguration, new wall and floor finishes, and updated heating, ventilation, and air conditioning (HVAC), plumbing, and electrical systems.
The completed facility will enable the City of Dayton to conduct higher quality and more efficient water quality testing while ensuring compliance with current and future laboratory best practices. The project is scheduled for completion by March 31, 2028, with direct beneficiaries including all residents within the City of Dayton. No sub-awards have been included in this assistance agreement. The cooperative agreement is subject to annual reviews by EPA Project Officers and Grants Specialists and will be funded through congressionally designated appropriations rather than competitive solicitation processes.
