About this award
EPA Region 1 awarded the City of Meriden a $3.24 million Cooperative Agreement on December 1, 2025, to implement critical infrastructure improvements to the Merimere Reservoir public drinking water system under the Congressionally Mandated Projects program (CFDA 66.202), as directed in the 2024 Consolidated Appropriations Act.
The funded work consists of three major components: dike repair, water storage tank refurbishment, and lagoon liner replacement. Merimere Dike repair includes curtain grouting in bedrock with multiple grouting stages to seal leakage pathways and stabilize the structure, water injection testing, and real-time monitoring of grout take rates and seepage levels. The 500,000-gallon storage tank refurbishment involves abrasive blasting and repainting with NSF-certified coatings, interior relining, and installation of a mixing and forced-air ventilation system to reduce disinfection byproduct formation. Lagoon liner replacement at the water filtration plant includes draining lagoons, removing damaged liners, installing new high-performance HDPE or PVC liners with underlayment and leak testing, and completing grading, drainage, and stabilization work to prevent erosion and future damage. The workplan encompasses engineering design, construction, inspection, project administration, and contingency allocations.
Performance occurs in Meriden, Connecticut, through May 31, 2029. The anticipated outcomes include improved drinking water quality, system reliability, and regulatory compliance to ensure dependable clean drinking water delivery. No subawards are included in this assistance agreement.
