The Environmental Protection Agency (EPA) Region 1 awarded the City of Concord, New Hampshire a $678,000 Cooperative Agreement under the Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Cooperative Agreements program (CFDA 66.818) on July 1, 2025. Funded through the Infrastructure Investment and Jobs Act (IIJA), this award supports remediation activities authorized under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Section 104(k)(3). The City will conduct environmental site cleanup on a designated brownfield property—real property whose development or reuse may be complicated by the presence or potential presence of hazardous substances, pollutants, or contaminants.
Under this agreement, the City will deliver comprehensive brownfield remediation services including site cleanup, competitively procured environmental professional services to conduct site assessments and activities, development of a community involvement plan and administrative record, and regular progress reporting through the EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES). The City anticipates completing one community meeting, finalizing one alternatives analysis for brownfield cleanup, remediating one brownfield site, and submitting 16 quarterly progress reports over the performance period extending through September 30, 2029. No subawards are included in this cooperative agreement, and the project is expected to benefit residents, business owners, and stakeholders in Concord.
