DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING TO THE TOWN OF AGAWAM, MA TO IMPLEMENT ITS PROJECT TO COMPLETE THE REPLACEMENT OF THE NORTH STREET CULVERT AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT. THE NORTH STREET CULVERT IS ONE IN A SERIES THAT CONVEYS THE SOUTH TO NORTH FLOW OF WHITE BROOK BENEATH THE ROADWAY BEFORE DISCHARGING TO THE WESTFIELD RIVER AND ULTIMATELY THE CONNECTICUT RIVER. IN FEBRUARY 2018, A HIGH INTENSITY STORM EVENT RESULTED IN COLLAPSE OF THE UPSTREAM EMBANKMENT AT THE NORTH STEET CULVERT. THE TOWN COMPLETED A TEMPORARY REPAIR BY INSTALLING RIPRAP TO STABILIZE THE EMBANKMENT. FURTHER INSPECTION REVEALED DETERIORATION OF THE CULVERT AND STREAMBED EROSION. CONTINUED DETERIORATION OF THE CULVERT AND SURROUNDING BANK COULD RESULT IN A FAILURE OF THE CULVERT AND POTENTIALLY THE HEAVILY TRAVELED ROADWAY ABOVE.ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE CONSTRUCTION CONTRACT WORK, GENERALLY DESCRIBED AS REPLACEMENT OF AN EXISTING CULVERT CONVEYING FLOW FROM WHITE BROOK BENEATH NORTH STREET (A MASSACHUSETTS DEPARTMENT OF TRANSPORTATION CLASSIFIED URBAN MINOR ARTERIAL ROADWAY), CONSTRUCTION OF AN ADDITIONAL CULVERT BENEATH AN ADJACENT PRIVATE DRIVEWAY, INSTALLATION OF STORMWATER STRUCTURES AND PIPING, AND THE REHABILITATION OF THE EXISTING ROADWAY AND SURFACE CONDITIONS ADJACENT TO THE CROSSING CULVERTS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE THE CONSTRUCTION OF A REPLACEMENT CULVERT AT THE NORTH STREET (WHITE BROOK) CROSSING, INCLUDING CONSTRUCTION OF AN AUXILIARY CULVERT BENEATH AN ADJACENT PRIVATE DRIVEWAY. THIS PROJECT IS EXPECTED TO LEAD TO IMPROVED BROOK FUNCTION AND ACCESS FOR FISH AND WILDLIFE AND REDUCED HAZARDS TO PUBLIC SAFETY, SUCH AS FLOODING, CULVERT FAILURE, AND ROAD WASHOUT.
