Place of performance is Madison, Wisconsin.
The block grant funds state-level planning, implementation, and evaluation of substance use prevention, treatment, and recovery activities. Wisconsin administers the award through sub-grants to county governments, tribal authorities, non-profit treatment providers, and state agencies, channeling federal dollars to local and regional delivery systems across the state. Sub-recipients deliver youth alcohol and other drug abuse (AODA) counseling, women's substance abuse treatment (residential and outpatient), community-based intravenous drug use prevention and harm reduction, peer recovery specialist services, family-centered treatment, medication-assisted treatment for opioid use disorder, cocaine and stimulant family treatment, and diversion-from-justice youth programming. County sub-recipients (Dane, Milwaukee, Rock, Iron, Menominee, Sauk, Walworth, Fond du Lac, Pierce, Outagamie, Racine, Washburn, Waukesha, La Crosse, Rusk, Kewaunee, Oneida, Washington, Waupaca, Waushara, Sawyer, and others) administer block grant allocations for treatment, prevention, and women's services at the county level. Non-profit organizations including Arc Community Services (women's residential treatment), United Community Center (urban and rural women's services), Family Services of Northeast Wisconsin (advocacy and therapy for sexual assault and trafficking survivors), Arbor Place (youth multidimensional family therapy), The Benedict Center (victim services and street outreach), Hope Council (harm reduction and overdose prevention), Meta House (women's substance abuse and maternal health treatment), and Community Advocates (permanent supportive housing and substance abuse prevention) deliver specialized services. Tribal sub-recipients Bad River Band of Lake Superior Chippewa and Forest County Potawatomi Community deliver culturally integrated treatment, prevention, and youth engagement. University of Wisconsin System and University of Wisconsin–Milwaukee sub-recipients support best-practice substance use disorder prevention research and peer recovery specialist training. State agency sub-recipients Wisconsin Department of Justice, Department of Children and Families, and others coordinate child protection, youth diversion, and specialized prosecution in conjunction with treatment services.
