About this award
The Department of Health and Human Services Centers for Medicare and Medicaid Services awarded the Health & Human Services Commission of Texas $152.356 billion on October 1, 2025, under the Grants to States for Medicaid program (CFDA 93.778) for the fiscal year ending September 30, 2026. The award funds medical assistance payments on behalf of cash assistance recipients, children, pregnant women, the aged, and categorically eligible groups, including medically-needy persons who would qualify for cash assistance but for income and resource thresholds, as well as Medicare premium, copayment, and deductible assistance for qualified Medicare beneficiaries meeting specified income requirements. HHSC administers the program statewide across Texas.
The commission passed through funding to 17 sub-recipients operating the 211 Texas Information Referral Network, a statewide phone and internet-based information and referral system connecting Texans to health and human services providers. Sub-recipients include United Way chapters (Greater Houston, San Antonio and Bexar County, Greater Austin, Central Texas, and the Brazos Valley), regional councils of governments (South Plains Association of Governments, Texoma Council of Governments, Deep East Texas Council of Governments, Concho Valley Council of Governments, Heart of Texas Council of Governments, Middle Rio Grande Development Council, South East Texas Regional Planning Commission, and Golden Crescent Regional Planning Commission), community action agencies (Hopkins County Community Action Network, Community Council of Greater Dallas, and Community Council of the Rio Grande Valley), and the City of El Paso. All sub-awards were dated February 25, 2026.
