The Department of Health and Human Services Centers for Medicare and Medicaid Services awarded the California Department of Health Care Services $466,514,006 in block grant funding on October 1, 2025, under the Children's Health Insurance Program (CFDA 93.767).
The award funds California's CHIP entitlement for fiscal year 2026, supporting the state's provision of health insurance coverage to low-income, uninsured children and low-income pregnant women. CHIP is a federal-state matching program with capped federal funding that enables states to maintain and expand child health assistance through either separate CHIP programs, expansion of state Medicaid eligibility for children, or a combination of both approaches.
The period of performance runs from October 1, 2025, through September 30, 2026. Performance and administration occur throughout California. The obligated amount is $466,514,006.
Recipient organizations accessing CHIP funds must comply with single audit requirements if they expend $750,000 or more in federal awards annually. Record-keeping requirements are specified in 42 CFR 457.226, 457.236, 457.965, 457.950, and 457.1201(q). State plans remain in effect unless amended by the state or the Secretary finds substantial noncompliance with Title XXI requirements.
