About this award

The Department of Health and Human Services Administration for Children and Families awarded Michigan Department of Health and Human Services $54.798 million under the Title IV-E Prevention Program (CFDA 93.472) on October 1, 2025, for the period ending September 30, 2026. This block grant funds time-limited prevention services including mental health treatment, substance use disorder services, and in-home parent skill-based programs for children and youth who are candidates for foster care, as well as pregnant or parenting foster youth and their parent or kinship caregivers.

MDHHS administers the award across Michigan and passes funds to 18 sub-recipients delivering prevention services statewide. Sub-recipients include nonprofit organizations providing substance use home visiting services (Centers for Family Development, Care House of Oakland County, SOS Community Services, Hurley Medical Center, Starfish Family Services, Kent Intermediate School District, Arab Community Center for Economic and Social Services); local public health departments (District Health Department/Cadillac Health Dept., Luce Mackinac Health Department, County of Kalamazoo Health & Community Services); school districts and intermediate school districts (Saginaw Public Schools, Ingham Intermediate School District, Saginaw Intermediate School District, Kent Intermediate School District); regional educational service agencies (Northeast Michigan Family Resource Center); and tribal organizations (Inter-Tribal Council of Michigan) implementing Family First Prevention Services Act home visiting expansion programming. County of Wayne serves in a parent capacity coordinating FFPSA home visiting expansion activities across its jurisdiction. Family Futures and other organizations deliver both substance use home visiting and home visiting expansion services under the prevention services framework.
