About this award
The Virginia Department of Social Services, Division of Finance, received a $5,980,975 Block Grant from the Office of Refugee Resettlement (ORR) under the Refugee and Entrant Assistance State/Replacement Designee Administered Programs (CFDA 93.566), effective October 1, 2025 through September 30, 2027. This funding supports the Refugee Cash and Medical Assistance (CMA) program, which reimburses the Commonwealth of Virginia for cash assistance, medical assistance, and medical screening services provided to eligible refugee populations during their first four months following arrival or eligibility determination. Covered populations include refugees, Amerasians from Vietnam, Cuban and Haitian entrants, asylees, trafficking victims, Iraqi and Afghan Special Immigrants, and certain Afghan and Ukrainian Humanitarian Parolees. The program also funds unaccompanied refugee minors (URM) care and case management services.
The award flows through 16 sub-awardees across Virginia localities—including major urban areas (Arlington County, Fairfax County, Virginia Beach, Hampton, Roanoke, Richmond, Lynchburg) and numerous rural counties (Henrico, Alexandria, Norfolk, Newport News, Albemarle, Chesterfield, and others)—each designated to administer local budget allocations for refugee assistance services within their jurisdictions. Sub-awardees utilize these allocations to deliver or coordinate cash assistance payments, medical coverage, administrative support, and youth services to eligible refugee and entrant populations at the county and city level, with all recipients required to maintain compliance with the 2 CFR Part 200 Uniform Guidance and HHS-specific provisions effective October 1, 2025.
