About this award

The Department of Health and Human Services Administration for Children and Families awarded the Pennsylvania Department of Human Services $11.482 million on October 1, 2025, under the Refugee and Entrant Assistance State/Replacement Designee Administered Programs (CFDA 93.566) to provide cash and medical assistance to refugees and eligible populations in Pennsylvania through September 30, 2027.

The award funds cash assistance, medical assistance, and medical screening for refugees, asylees, certain Amerasians from Vietnam, Cuban and Haitian entrants, trafficking victims, Iraqi and Afghan Special Immigrants, and certain Afghan and Ukrainian Humanitarian Parolees during their first four months after arrival or eligibility date. The program covers Refugee Cash Assistance, Refugee Medical Assistance, Medical Screening activities, and Unaccompanied Refugee Minors care and services, as well as recipient administrative costs. The award also funds employment and social services for the same population for up to five years after arrival or eligibility.

Pennsylvania Department of Human Services passed funding to sub-recipients providing direct services. Bethany Christian Services of Greater Delaware Valley received a sub-award effective November 17, 2025, to deliver employment assistance, language services, case management, translation and interpretation services, and specialized employment services for elderly refugees in areas of the state heavily impacted by refugee arrivals. Four sub-recipients—Squirrel Hill Health Center, Union Community Care (doing business as Meadow Creek Family Practice), Multi-Cultural Health Evaluation Delivery System, Inc. (MHEDS), and one unnamed sub-grantee—received awards effective November 13, 2025, to conduct medical and mental health screenings, laboratory testing, x-ray services, immunizations, and related services for all arriving refugees and immigration-eligible individuals in Pennsylvania within 30 days of arrival, as mandated by the U.S. Department of State.
