About this award
The Department of Health and Human Services Administration for Children and Families awarded the North Carolina Department of Health and Human Services $1.045 billion under the Temporary Assistance for Needy Families (TANF) program on October 1, 2025, for the federal fiscal year ending September 30, 2026. The funding supports assistance to needy families with children through job preparation, work, and marriage promotion; prevention and reduction of out-of-wedlock pregnancies; and encouragement of two-parent family formation and maintenance.
The recipient, North Carolina Department of Health and Human Services, distributes funding to 100 North Carolina counties and numerous sub-recipients that operate pre-kindergarten programs, provide temporary assistance services, and deliver family support programming. Sixty-five sub-awards effective July 1, 2026 direct funding to nonprofit partnerships for children and county school districts to provide high-quality pre-kindergarten services to eligible four-year-old children, enhancing school readiness and learning outcomes in kindergarten and beyond. Additional sub-awards dated September 3, 2025 direct TANF programming support to county departments of social services across North Carolina.
Pre-kindergarten sub-recipients include county partnerships for children (Person County, Lee County, Randolph County, Onslow County, Jones County, Lincoln/Gaston Counties, Lenoir/Greene Counties, and others), county school districts (Rutherford, Northampton, Hyde, Polk, Yancey, Richmond, Martin, Hoke, Scotland, and others), and regional Smart Start organizations (Forsyth, Rowan, Davidson, Brunswick, Transylvania, Wake, and others). These organizations provide preschool instruction, supplemental summer learning for at-risk rising kindergarteners, teacher professional development through Language Essentials for Teachers of Reading and Spelling (LETRS) training, and program administration support.
Performance occurs throughout North Carolina during the period October 1, 2025 through September 30, 2026.
