Direct local pass-through funds and less-than-$10,000 pass-through funds will be combined into one subaward funding opportunity. The board will ensure the less-than-$10,000 pass-through funds are subawarded to state courts that provide criminal justice and civil justice services as the less-than-$10,000 jurisdictions to implement state crisis intervention court proceedings and related programs or initiatives. Colorados board will review scip subaward applications in spring 2024 and make subaward recommendations through a funding conference scheduled for may 2024. Board subaward recommendations will be submitted to BJA for authorization before obligating funds. Colorado will ensure subawards are limited to 10 percent for direct administrative costs and will use no more than 10 percent of the award for administration and oversight of its scip award. Based on colorados review of its erpo statute and court procedural rules, the states erpo program meets and exceeds the requirements of 34 USC 10152 (a)(1)(i)(IV).
