Added: Dec 02, 2009 12:13 pm Synopsis:This is a notification that the Mission and Installation Contracting Command, Directorate of Contracting Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Big Kahuna Technologies, LLC. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519, with a small business size standard of $25.0M.The requirement is for a follow-on contract to provide continuation of the existing Global Information Network Architecture (GINA) and to provide a graphic based common operating picture utilizing multiple types and varieties of sensors tough a software interface referred to as the Integrated Common Operating Picture (ICOP). The Government requires the following:Provide Gold Level maintenance and technical support for GINA/ICOP, write and provide software code to work in the GINA/ICOP for the handheld ICOP information collection device, software code for the 2-D ArcGIS Maps powered by Cursor-on-Target Messaging, and software code for the information displays (alerts). Provide detailed administrator procedures manual. Provide user level and administrator level training. The resultant contract will be a firm fixed price contract with a twelve month base period plus one (1) one-year option period (GOLD Level maintenance only) and include FAR clause 52.217-8, Option to Extend Services. Funding for the option years is contingent upon approval of annual appropriations. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
