Commericial Aircraft Test Support
This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Part 5.201(b)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and sources sought announcement, and is not a request for competitive proposals. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a contract under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 13.103-1(b)(1), for Purchases Not Exceeding the Simplified Acquisition Teshold (AST), Only One Source Reasonably Available to The Boeing Company, 7755 East Marginal Way S., Seattle, WA 98108-4002. The preponderance of work is under the primary North American Industrial Classification System (NAICS) code of 336411. Boeing shall provide test asset manufacturer support of Aberdeen Test Center (ATC) commercial aircraft test activities, in accordance with commercial standards and all environmental requirements applicable to the support agreement. The effort shall include technical support during planning, execution, and post-test analysis of ATC commercial aircraft testing conducted at Aberdeen Proving Ground (APG), Maryland. Boeing test support shall consist of: a) inspection, maintenance and modification recommendations for retired Boeing manufactured commercial aircraft assets currently in the ATC test asset fleet (B-737, B-747, B-757, B-767, B-777, DC-9); b) recommendations on how to make testing more representative of in-service conditions; c) detailed descriptions of aircraft structure and systems' form fit and function, and; d) assessments of the extent of damage to test assets subsequent to testing. Boeing shall support and be onsite for 8 commercial aircraft test efforts to be conducted within 24 months of contract award. ACC-APG is seeking potential sources as part of market research under Part 10 of the Federal Acquisition Regulation (FAR). Please provide whitepapers, commercial pamphlets, or any other documentation that would describe the company's ability to meet the above requirements. Please identify your company's CAGE code, and if applicable, small business size status. Please identify elements of the work which cannot be completed with your in-house resources, and would require subcontractor support. Responses received after 12PM EST, on 2 July 2019 may not be considered in the Government's market research. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion to the Government. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
