Notice of Intent to Sole Source HaHa Bayou Pumping Plant Pump Repairs
The U.S. Army Corps of Engineers- Vicksburg District, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a sole source purchase order to Houston Dynamic Service, Inc., 8150 Lawndale Street for the service of Pump Repairs at HaHa Bayou Pumping Plant. This will require the contractor to: Provide all supervision, labor and equipment/tools necessary to remove, ship, and reinstall the West Pump at HaHa Bayou Pumping Plant. The government hired labor will be responsible for rebuilding the cofferdam, unwatering the sump and crane requirements for the duration of pump repairs. The contractor personnel will inspect for root cause and damage once the FSI has been removed. Compile a report with damage assessment, estimate and schedule for repair for Government inspection. Contractor shall supervise pump reinstallation, perform the alignment/grouting, and testing. The pump parts shall be transported to service shop for repairs to couplings, shafts, and pump parts for proper alignment. Repairs to any shafts, bearings or castings outside of tolerances shall be made. Bearings, shafts, and impeller will be repaired/replaced/balanced based on findings. Diffuser section, impeller bowl and impeller will be cleaned, repaired and recoated with coal-tar epoxy 46H. Impeller and shaft shall be repaired and dynamically balanced to 4 W/N for the appropriate speed, 270 RPM. Bearings and shafts shall be inspected and repaired/replaced as necessary. The couplings shall be repaired/replaced if necessary. After repairs the couplings will be re-inspected by Magna-glo process in the repaired areas if necessary. All materials for repairs or replacement shall be provided by contractor. All materials shall be free from defects and imperfections, be new and unused, and of the classifications and grades specified by the original manufacturer unless otherwise approved. Materials not specifically described shall, as far as practicable, conform to the latest American Society for testing and materials specifications. Authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304(c)(3) and FAR 13.106-1(b)(1)(i). A copy of the Justification and Approval for Other Than Full and Open Competition is attached. This is not a Request for Quote (RFQ) and no solicitation is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the Vicksburg District's requirements described herein may submit a capabilities statement; which, if received by 12:00 PM CST on Monday, 26 August 2019, will be considered. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
