This is a combined synopsis/solicitation for the Raymond W. Bliss Army Health Center at Fort Huachuca, AZ, to provide Modular Power Revitalization Service (MPRS) on the Symmetra PX 40 KW UPS located in Bldg. 45001, Rm 100-09, and on the Symmetra LX 16kVA UPS located in Bldg. 45001, Rm E-1. This combined synopsis/solicitation is for commercial products or commercial services and prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are not being requested and a written solicitation will not be issued. This requirement is under the simplified acquisition teshold and being awarded in accordance with FAR 13.106-1(b)(1). See the Statement of Work (SOW) posted on this SAM.Gov announcement. This announcement constitutes the only solicitation requesting quotes. This solicitation, W9124A22RUPS1, is the request for quote. This solicitation document incorporates provisions and clauses in effect tough Federal Acquisition Circular FAC 2022-07 effective 10 August 2022. This requirement is being awarded to a large business due to the requirement to service proprietary software contained within each UPS. The NAICS code is 541519, Other Computer Related Services. Evaluation criteria: Technical Proposal: The Offeror’s proposal shall be evaluated for completeness and understanding of SOW requirements tough a sound technical approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. Price Proposal: The objective of proposal analysis is to ensure that the final agreed-to price is fair and reasonable. Price analysis shall be used to verify that the overall price offered is fair and reasonable IAW FAR Subpart 15.404-1(b). Fairness and reasonability will be determined accordingly by the Contracting Officer. The provisions at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and 52.212-4 Contract Terms and Conditions-Commercial Products and Commercial Services, apply to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Products and Services , (Deviation 2018-O0021) (MAY 2022) applies to this acquisition including clause(s) (refer to the provision) as cited therein. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their offer. All offerors are required to be registered in System for Award Management (SAM) and Wide Area Work Flow (WAWF). Lack of registration in SAM will make an offeror ineligible for award.
